The main purpose of the BM OKF is to protect the safety of life and property of the Hungarian population, the safe operation of the national economy and critical infrastructure elements, which is an extremely important public security task. In the event of a large disaster, the priority of disaster management is to protect the integrity, health and property of the population. When hundreds of people are evacuated, it is necessary to ensure the success of the evacuation (search and rescue tasks, public information), the mobilisation of people (transport capacity), temporary accommodation (covered tents, berths, cultivated sanitary facilities), provision of basic needs (food, drinking water, etc.), health, psychological support, care, provision of infrastructure (electricity, heating, etc.). All this is not possible for those involved in damage control and therefore a significant amount of human resources and equipment is needed to fulfil the above tasks. On the basis of the above, it can be concluded that the damage recovery and rectification tasks of recent years could not have been carried out without logistics supporting the so-called disaster response tasks. Logistics in disaster management is represented through a coordinated application of the logistical capabilities of intermediate bodies. It is necessary to expand the storage capacity of the BM OKF Central Logistics Base to store the tools and materials needed to combat increased emergencies. A part of the mobile dam currently being procured, which allows the reduction and in many cases of damage caused by lightning floods and floods caused by climate change, could also be included in this increased storage capacity. As a result of the construction of the warehouse, the logistics organisation of the disaster management body can be closer to the implementation of the following principles of storage: — the development of an optimal storage system that has an impact on the reduction of material access time for quicker intervention, — an increase in the level of service, thereby significantly increasing the quality of disaster management services provided to the population, thereby gradually increasing trust in the organisation. The current state-of-the-art Central Base does not have a modern infrastructure to ensure the required standards for modern power and asset storage. This project is intended to increase the current storage capacity. By the end of the project, the capacity could be doubled. The primary objective of the project is to: in connection with the logistics concept, the increase of the storage capacity in the Central Warehouse Base, which allows for the rapid deployment of materials and assets necessary for the elimination and response of long-term damage caused by climate change (villar water, floods, forest and bush fires, etc.) due to its central location. This would include the construction of a 44x18 m heated hall with a ceiling height of 6 m, to replace existing infrastructure elements, in order to increase storage sites. The tasks necessary for the implementation of the project are carried out by the experts of the BM OKF on a part-time basis and as a target task, with the involvement of external experts. Purchases: The project involves 1 national public procurement and 5 procurements below the threshold. Logistics warehouse hall, design/planner management Logistics warehouse construction Purchase of public procurement consultancy Buying technical control Information and publicity provision Shelf system procurement The costs necessary for the long-term maintenance of the logistics warehouse hall are borne by the BM OKF from the state budget.
