Capacity building of higher-level industrial security interventions

The Ministry of Interior’s National Disaster Management Directorate (BM OKF) is a national law enforcement body whose basic function is to protect the safety of the life and property of the Hungarian population, the safe operation of the national economy and critical infrastructure elements, which is an extremely important public security task. In the field of industrial safety, BM OKF’s priority tasks and powers are the supervision of hazardous plants, the control of the transport of dangerous goods, the protection of critical infrastructure and nuclear accident response. In addition to the increased number of dangerous goods required by modern industrial technologies, it is also expected that transport safety does not deteriorate or the pressure on the environment is increased by both society and government. In the context of climate change, the challenges involved have also changed. The occurrence of road hazards due to the effects of weather events has become more frequent. In addition to high-intensity industrial development, it is important to keep in mind the life and property safety of the human-made environment, the wildlife and the population. The release of emerging industrial installations and chemicals used or produced by them, either locally or during transport, poses a major risk to the environment as well as to the general public. Flood and inland waters, forest and vegetation fires, heavy storms, heavy rainfall and temperature extremism are the biggest challenges for the country in the face of climate change, which can trigger uncontrollable and irreversible processes in the face of increased extreme natural phenomena and catastrophic threats. In the long term, these processes can have a negative impact on the availability of water resources, as water security is a strategic factor for all states. For the prevention of adverse effects and for carrying out technical support tasks related to damage management in the event of accidents, natural and civilised disasters, BM OKF operates Disaster Management Mobile laboratories (KML). With their help, disaster management professionals can take effective action on the size of the area to be relocated and the safety of the citizens to be rescued. The safety of vital facilities, such as gas, electricity and water, health institutions and administrative facilities, is also seriously compromised by climate anomalies proven to be caused by climate change. The aim of the project is to acquire and install vehicles and instruments carrying out special industrial safety tasks, in particular to increase the number of large superstructure KML vehicles with advanced, high-profile detection and intervention capabilities, which have already appeared as samples, in line with emerging needs and the requirements of the age, according to the specified development direction, as well as the acquisition of a KML training vehicle and the installation of a target-specific ADN patrol vessel for inspection of the transport of dangerous goods by water. With the implementation of the project, the vehicle and equipment stock of the Inspectorate of Industry Security will undergo such a quantitative and qualitative increase that the equipment fleet will be able to carry out its tasks in accordance with the new challenges and increased tasks caused by climate change. With the planned set of tools to increase the number of existing capabilities and devices, on the one hand, the provision of continuous monitoring with water sampling instruments helps to prevent possible epidemics and to assess the conservation of living water and drinking water resources. In addition to the newly procured vehicles, the instruments are placed in existing vehicles, so the entire population of Hungary receives a higher level of disaster management.
