Development of the response capacity of the Hungarian Defence Forces in the context of disaster management

The Hungarian Defence Forces are obliged by law to contribute to disaster management tasks. One of the natural disasters is the floods on our large rivers, which often occur and require the greatest co-operation and an extensive system of control tasks. The targeted development of the disaster intervention capabilities of the Hungarian Defence Forces in the framework of the call, in coordination with the organisations involved in the defence, supports the 5. the achievement of the results set out in the Thematic objective “Promoting adaptation to climate change, risk prevention and management”, the Partnership Agreement and thus the Environment and Energy Efficiency Operational Programme, shall contribute to the development of higher-quality disaster management activities to enhance the safety of persons and property of the population. With the development, the Hungarian Defence Force maintains its current, non-military and disaster management capabilities, expands their capacity and enriches new capabilities, thereby contributing to the development of the capabilities of the national disaster management system. The management and management system and the ICT modernisation of the Intervention Teams will improve the management of the intervention forces and cooperation with the associated bodies. As a result of the overall development, the HKR’s intervention capacity will be improved, new capabilities will be added, cooperation between the intervening organisations will be improved and it will all contribute to the development of higher-quality disaster management activities in order to increase the safety of people and property of the population. By implementing the project, the MH contributes indirectly to the target number of the population benefiting from the higher quality disaster management of the indicated indicators. The contribution can be clearly deduced, however, due to the national competence of the MH, it is not possible to determine the exact amount of the contribution for the indicator. As a result, a policy indicator has been defined for the project, with a quantified indirect contribution to the project indicator. Currently, the Hungarian Defence Forces have 39 different specialised teams with a total of 101 intervention teams within the framework of the National Defence Disaster Protection System. With regard to the policy indicator set out in call KEHOP-1.6.0, this project aims to implement 25 out of 28 new or capacity-enhancing teams. According to the figures of the policy indicator for this project, a total of 25 intervention teams will be affected by the project’s objective development, 18 of which will be expanded in capacity and 7 new groups will be created. The applicant intends to achieve the above objectives by purchasing and refurbishing the following assets: — Portable dust, shock and drop resistant computers, — Portable computers, — Multifunction office machines (printer, scanner, copyer, fax functions), — EDR handheld terminals, — Pot batteries for EDR handheld terminals, — High-performance petrol portable slurry pump, — High-performance petrol portable clean water pump, — Camp light kit on trailer, — Work diving equipment, — Open-system (compatible with current military design) diving equipment, — Boots, — Gumicizma, — Menu vest, — Rescue belt (ring), — Motor-mounted inflatable rubber boat, — Boat motor (4 beat 30 HP), — PTSZ-M medium tracked floating cars, — Procurement of medium-power universal technical earthmoving machine, — Heavy machinery transport assembly (50 t), — Acquisition of an irrigated trailer, — HAPSITE ER portable chemical identification device, — purchase of camp kitchen kit, — water trailer (1 m³), — Renovation and refurbishment of fuel transport/recharging vehicles, — purchase of 300 m³ elastic fuel tanks and their related damages, — purchase of tents for existing tents. The aim of the project is therefore to contribute to a higher-quality disaster management activity to be developed in order to increase the safety of people and property through the planned development of new equipment, stockpiling and refurbishment of certain existing assets by fulfilling the policy indicator.
