Installation of fire-extinguishing vehicle injectors

The Ministry of the Interior, the National Directorate-General for Disaster Management (hereinafter: BM OKF) is the fundamental purpose of protecting the safety of life and property of the Hungarian population, the safe operation of the national economy and critical infrastructure elements, which is an extremely important public security task. The BM OKF is a national law enforcement agency. The backbone of Hungary’s fire protection system currently consists of the Budapest and 19 County Disaster Management Directorates, operating under the subordination of the OKF of the BM, with 65 disaster management offices, 105 professional firefighting command posts and 41 professional emergency stations. Description of the initial situation: The negative impacts of climate change on our environment are becoming increasingly pronounced and creating new challenges for organisations involved in disaster management. Water damage poses a high risk, but it is also important to highlight the sudden local hazards caused by weather changes. Among the environmental impacts, events related to the development of temperature fluctuations and repetitive extreme conditions, as well as air movements, precipitation-related and independent negative effects endanger the safety of the population. The growing incidence of vegetation, forest and warp fires is also closely linked to climate change. Since it is not possible to completely prevent the emergence of root causes and consequences, disaster management should place the main emphasis on preparedness, operational and effective intervention readiness to effectively mitigate secondary damage. Objectives of the project: The aim of the project is to enable the disaster management forces to arrive at the site in a shorter period of time, with more capacity, with more modern equipment, and to ensure that the negative environmental impacts caused by the tools and intervention procedures used are at the lowest intensity. The implementation of this project provides an opportunity for the BM OKF to develop a high-quality disaster management force and technical toolkit that can ensure the safety of citizens at a high level, cost-effectively and environmentally friendly even in the event of sudden emergencies caused by climate change. Activities planned in the garden of the project: • Purchase of fire-fighting vehicle injectors It is expected that 108 vehicle syringes will be set up as soon as the project is realised. As a result, the acquired vehicle fleet is the cornerstone of a modern and uniform protection system, which provides a higher level of protection for both citizens, living and built environments. It is also equipped with high-profile vaccination capabilities and technical rescue skills to quickly locate and eradicate disaster situations. • Project management activity The tasks necessary for the effective implementation of the project are carried out by the experts of the BM OKF during working hours. Accordingly, a percentage of their salary is included in the project’s costs. • Professional implementation The successful implementation of the project also requires the performance of professional activities carried out during working hours by members of the BM OKF staff. The staff expenditure thus incurred is also a percentage of the salary of the persons concerned. • “purchase” of insurance services The acquisition of KGFB and CASCO insurance covering the period of implementation of the project for vehicles put into operation under the project. • Managing a public procurement procedure The procurement of KGFB and CASCO insurance can be achieved through public procurement due to the size of the planned cost. We use an official complicator to do this. • Publicity The implementation of the communication package required for the project, partly involving its own and partly external resources. Planned funding, sustainability: The financing elements related to the purchase of car injectors and the implementation of the project will be used within the project’s budget, without any co-financing. The planned acquisition will be carried out by means of an in-house contract with the company directly controlled by BM OKF. The body used, the parts and equipment of the vehicle injectors, is procured in the framework of the public procurement procedures it has conducted and will be conducted subsequently. The costs of the tasks necessary for the long-term operation of fire-fighting vehicles shall be borne by the BM OKF from the State budget.
