Point 18 of Annex 2 to Government Decision No 1084/2016 of 29 February 2016 establishing the annual development framework for the Environment and Energy Efficiency Operational Programme entitles the Municipality to submit the project idea. Climate modelling, territorial vulnerability assessment to climate change, development of the flood forecast system, modelling to take stock of water resources, improvement of the monitoring system for water status control, and Hungary III. Through the preparation of its RBMP, the revision of flood hazard and risk maps and risk management plans, sufficient knowledge will be available to identify medium- and long-term development needs for the protection of natural resources, in particular water resources, and the measures needed to respond to water damage, and to assess the impact of the measures taken. The development of a monitoring system in line with the requirements of the Water Framework Directive significantly reduces the number of “grey” bodies of surface water with data gaps, improves the assessment of the status of surface and groundwater bodies and improves the reliability of assessments. Awareness-raising on climate change and the development of county climate strategies will increase the knowledge of the population and local public and economic operators about climate change, thereby improving the effectiveness of the implementation of climate adaptation measures. Main target groups: the population, economic organisations and public institutions of regions vulnerable to climate change In particular, the preparation of the county climate protection plan, the carrying out of related awareness-raising actions on the whole territory of the county and regardless of the social and market arena, the preparation of a website and the production of nearly 2,000 publications on the climate protection plan prepared in the framework of the project. Establishment and operation of the Climate Protection Platform also during the maintenance period. During the implementation of the project the project management tasks will be performed by the Jász-Nagykun-Szolnok County Local Government Office in accordance with the legal requirements, with a target task definition. The aim of the organisation is to perform the tasks arising from the application system of the separate state funds, in order to carry out the socio-economic development of the county and the performance of the regional development tasks of the county, essentially programme-serving, economic organiser-coordination activities, and to participate and facilitate the implementation of the tasks of the governmental, local governmental and municipal regional development associations defined in the Act on Regional Development and Spatial Planning. His duties include: — Cooperates with local authorities, local government bodies directly and indirectly involved in the development of the county, relevant social and professional organisations and the County Labour Council. — It coordinates the development ideas of government, local governments and economic and non-governmental organisations in the county. The management tasks related to the project are carried out under the supervision of the President of the Assembly and the Director-General, including a general project manager, a financial project manager and a project assistant. The general project manager tasks were assigned to Tamás Páldi, the financial project management tasks to Józsefné Kiss and the project assistant János Mészáros. Their CVs have been attached to the application form. The activities of the project management organisation are continuous throughout the entire duration of the project and during its maintenance period. During the implementation of the project, the management tasks will be carried out by a “Centralised Project Management Unit”. During the implementation of the projects planned under the project, the project promoter retains its monitoring and approval obligations built into the process, but entrusts the tasks to the experts working in the Local Government Office. Wages and contributions are recorded in the project’s budget. The project is in line with the first specific objective of the KEHOP priority axis 1, the creation of a data and knowledge base for adaptation to climate change and the prevention of natural disasters, including not only the creation of the necessary professional knowledge base, but also the awareness of society’s knowledge of climate change, the activities to adapt to possible and necessary climate change and behaviour patterns. Awareness-raising about climate change and the development of the county climate strategy will increase the knowledge of the population and local public and economic actors about climate change, which will improve the effectiveness of the measures.
