Preparation of Kaposfüred bypass, (development of main road No 67 between Kaposvár and M7)

1696/2014 on the indicative list of developments in road, rail and waterborne transport, urban and suburban transport of national importance for the 2014-2020 programming period. (XI. 26) On the basis of the Government’s Government Decision, the Government adopted an indicative list of projects containing the medium-term preparation and construction tasks of the national express and main road network in accordance with the perspective objectives set out in the National Transport Infrastructure Development Strategy, in which the implementation of a tangible project was recorded. In agreement with the National Transport Infrastructure Development Strategy, the Government set out in the Partnership Agreement the objective of promoting sustainable transport and removing bottlenecks in the main network infrastructures, including the reduction of the number of towns with county rights (in this case Kaposvár County Right) not accessible by the development of roads on the TEN-T. In order to achieve the above objectives, the project will be built between the M7 motorway No. 61 and the M7 motorway. Letter No. KIF/26791/2015-NFM of the Ministry of National Development states: Connecting cities with county rights to the express network, Kaposvár’s approach: Development of road 67 between Kaposvár and M7 (which also avoids affected settlements), construction of a 2x2 lane highway (can be upgraded to a car road). The implementation and parameters of the project are laid down in the following legislation: • 1696/2014. Government Decision (XI.26.): “Reconstruction of the section between Kaposvár and M7 (which also avoids affected settlements)” • 1803/2015. Government Decision (XI.10): the development of the section of main road 67 between the Kaposvár-M7 motorway into an express road is to be implemented in order to connect Kaposvár to the express road network. • 1844/2015 (XI. 24) Government Decision laying down the annual development framework for the Integrated Transport Development Operational Programme for 2015 • Amendment to Act CXXVIII of 2003 on the public interest and development of the express road network of the Republic of Hungary Annex 1: 24th row R67 highway M7 — Balatonlelle — Kaposvár (construction of a new road, capacity extension), long-term driveway. • amendment to Act XXVI of 2003 on the National Spatial Planning Plan Annex 1/1: 26th row R67 Balatonlelle area (M7) — Kaposvár The investment is located in Somogy county. The municipalities concerned are: Kaposvár, Magyaregres, Somogyaszaló, Mernye, Felsőmocsolád, Gamás, Somogybabod, Somogytúr, Visz, Szerány, Balatonlelle and Balatonszemes. The design phases are as follows: 0. 43+ 040-46+ 339 (3.3 km) Extension of Kaposfüred bypass to 2x2 band I. 45+ 938,86-53+ 079,78 (7.1 km) 53+ 079,78-55+ 032 (2 km) 11.5 to cover reinforcement and 2x2 band III. 55+ 032-58+ 413.55 (3.4 km) Mernye bypass 2x2 band IV.1. 58+ 413,55-59+ 106.8 (0.7 km) 11.5 to pavement reinforcement and 2x2 band IV.2. 59+ 106.8-60+ 747,17 (1.6 km) 11.5 to pavement reinforcement and 2x2 band V. 60+ 747,17-62+ 699,25 (2 km) bypass with Mernyeszentmiklós 2x2 band VI. 62+ 699,25-66+ 150 (3.5 km) 11.5 to cover reinforcement and 2x2 band VII. 66+ 150-67+ 850 (1.7 km) Wildlife bypass 2x2 band VIII. 67+ 850-72+ 350 (4.5 km) 11.5 to cover reinforcement and 2x2 band IX. 72+ 350-79+ 106.8 (6.8 km) Somogybabod bypass 2x2 band X. 78+ 575-88+ 496 (9.9 km) Expansion of bypass to 2x2 bands 46.4 km. (2x2 lane highway construction) Coronal width is 20.5 m, after development it is 24.6 m using IKOP source 20 km long IV.2. — Planning phase IX (59+ 106.8-79+ 106.8) is implemented. Using a domestic source, the 26.4 km long 0. — Planning phase IV.1 (43+ 040-59+ 106.8) and planning phase X (78+ 575-88+ 496). Due to the significant difference in the level of preparation, the execution of each planning phase cannot be carried out following a public procurement procedure, so the planned highway development can be carried out at two speeds as follows: Phase I: 2x2 lane highway between Kaposfüred and bypass (33.2 km) Phase II: Kaposfüred bypass and the development of the bypass 2x2 road (13.2 km): II. a) Kaposfüred bypass 2x2 highway development (3.3 km) II. b) Developing the bypass with 2x2 lanes (9.9 km) During the preparation phase of the project, the necessary permits must be obtained, the necessary areas purchased and the archaeological tasks carried out by using and continuing the preparation at the KözOP. We use domestic sources to update the authorisation plans for highway deployment, as well as the feasibility study and cost-benefit analysis. It is the task of the constructor to prepare the design documentation.
