The purpose of the request is to prepare the suburban development of the railway line No 71 Rákospalota-Újpest-Vác and No 142 Kőbánya-Kispest-Lajosmizse and the suburban development and electrification of the Kőbánya-Kispest-Lajosmizse railway line. In the context of the preparation of both projects, we plan to carry out the following activities: Preparation of a feasibility study and cost benefit analysis by 30.12.2021 to submit a decision on the outcome of the “Environmental Impact Assessment Procedure” on the Environmental Impact Assessment and the Single Environmental Use Permit No 314/2005. (XII.25.) Submission of an impact assessment on the condition of water in accordance with Article 4(3) to (7) of Directive 2000/60/EC and 221/2004. 6 of Government Decree No 6 of 21 July 2004 — According to 10, 14/2010. Preparation of a Natura 2000 impact assessment on the basis of the KvVM Decree by 30 July 2022. Complete transport of plans at permit level, obtaining permits until 31.12. 2022 Final tender documentation and delivery of tender plans/physical completion of the project by 31.12.20 2023, the objective of the development of the railway line Rákospalota-Újpest-Vácrátót-Vác for suburban purposes is to plan infrastructure on the section of the line concerned, in accordance with the Bp Agglomeration Railway Strategy (BAVS) target system, a condensed train with a 15-minute passenger and 30-minute zoned train speed (i.e. 6 train pairs per hour on the inner section) is served. The development of the project affected by this request will be carried out taking into account the sections of Rákospalota-Újpest (bez.-Vác(excl.)). The purpose of preparing the development and electrification of the quarry-Kispest-Lajosmizse railway line for suburban purposes is to design an infrastructure on the section of the line concerned, which simultaneously serves the transport of a 15-minute passenger train to Gyál in the medium term, in the outer zone, 30 minutes from Ócsa, as well as other regional, interregional and freight traffic needs, in particular the modal change points of the local and inter-local public transport network. Considering the aspect of the BAVS’s network development strategy, it is expected that in the future it is necessary to build the Kőbánya-Kispest-Gyál line section along the entire length of the Kőbánya-Kispest-Gyál line section, or taking into account the construction constraints, due to the development goal of ensuring train tracking (i.e. 6 train pairs per hour on the inner section) for a 15-minute person or a 30-minute zone (i.e. 6 train pairs per hour on the inner section). The number of trains required to run during the station Gyál-Ocsa shall be determined in the schedule model to be prepared in the DET and the technical content to be planned shall be matched to this. The development of the project covered by the present aid application will take account of the Kőbánya-Kispest (bez.)-Lajosmizse section boundaries. Preparation of the suburban development of the railway lines Rákospalota-Újpest-Vác and Kőbánya-Kispest-Lajosmizse and the suburban development and electrification of the railway line Kőbánya-Kispest-Lajosmizse, taking into account the following main technical content: The specific constraints on the intensive development of the detailed technical parameters of the construction (TEN-T mainline construction, axle load, coating influence, double-track sections, separate level crossings, speed of track parameters, superstructure, fixation of expected track parameters) have been defined in such a way that they are examined during the planning process (e.g. DET, MT), emphasising the fundamental objective of optimising technical and economic aspects in order to ensure EU eligibility.
