Development of rolling stock MÁV -START Zrt. with the purchase of 19 high-capacity trains

The optimal operation of MÁV-START Zrt.'s passenger transport fleet requires the continuous maintenance of the share of new vehicle purchases and renovations (renovation/maintenance in proportion to use). In order to ensure flexible supply in the suburb of Budapest, at least half an hour’s speed of transport should be introduced on each line. In the mid-term, the inner ring of lines with the highest traffic needs to achieve a rate of quarter-hour traffic. In the area of fleet renewal, in the medium term only up-to-date trainsets satisfying all passenger needs should be operated, ensuring a uniform level of service throughout the suburbs. The assumptions of the concept of vehicle development are that, in the medium term, only trains run in the suburbs, which makes it possible to make a more efficient turn. Vehicles in suburban traffic are expected to operate on electric trains, 160 km/h authorised speed, only class 2 passenger compartment with room, taking into account the seasonality of bicycle transport needs (4-16 places per train), existence of a passenger counting system, congestion management system within a long, fragmented vehicle unit, landing indicator, level boarding at sk+ 55. In addition to the air-conditioned passenger compartment and on-board Internet service on-board vehicles, there is also a requirement for network connection and modern monitor information. When designing seating capacity requirements, we take into account the lifetime of the vehicles, the planned availability, and the capacity needs of the seat corresponding to the planned service level (reducing congestion). We intend to increase the current capacity of 47 182 seats in the suburb by 7.6 % to 50 800 seats by 2025. The lines with the highest traffic are served by high-capacity trains, providing a total capacity of 22 800 seats by 2025. On 12 April 2017, MÁV-START Zrt entered into a framework agreement with Stadler Bussnang AG, which was awarded in the public procurement procedure, to cover the capacity requirement for the seat specified in the suburbs for the purchase of a minimum of 10 up to 40 double-deck electric trains. Under the first ad hoc contract, 11 trains with 600 seats will be purchased. This project contains the project plan for the purchase and operation of the additional 8 vehicles to be called under the second ad hoc contract. For the operation of the 11+ 8 vehicles, the vehicles are placed on the highest traffic suburban lines (to serve ordinary professional traffic). Vehicles run on the TEN-T network. The entry into service of new vehicles will ensure the coverage of railway line 70 and line 100 a on the trains with a family of vehicles. The authorised speed of 160 km/h and the equipment of ETCS L2 enable the use of the infrastructure parameters achieved through the track developments of line reconstructions. Vehicles can run in synchronous operation with the existing 123 Flirt trainsets. The double-deck trains will have 3 traditional and 1 handicapped toilets. Multifunctional spaces will be able to carry 4 wheelchairs or 12 bicycles or 5 strollers. The vehicles have generously dimensioned inlets for optimal passenger flow, with 12 doors on the side to ensure rapid passenger change. The KISS trainsets are manufactured according to the latest safety standards of the time (latest impact: EN 15 227 and lightweight aluminium body bodies according to EN 12 663 for strength) and the manufacturer equips the vehicles with EVM and ETCS Level 2. The service is enhanced by exceptionally quiet running, modern passenger information system, spacious and bright interiors, advanced air conditioning system, and free Wi-Fi service. The vehicles have a constant power of 4000 KW, a maximum power of 6000 KW, a starter acceleration of 1.1 m/s2, a starting force of 54 km/h, 400 KN, a maximum vehicle speed of 160 km/h. The project involves the purchase of equipment — 8 vehicles. MÁV START Zrt has a theoretical prior type approval for the vehicle. In October 2018, the manufacturer submitted the pre-type authorisation documents to the national transport authority. In the course of the procurement, the type approval is issued following the acceptance tests. After the final authorisation for placing in service and the authorisation to put into service, the 8th vehicle will be placed on the market until 31 December 2020. As part of the project, public tasks will be carried out. MÁV-START Zrt. as an own activity, it performs project management tasks and technical-expert tasks related to the takeover of vehicles.
