Training for the low-skilled and the public sector

General objectives • Improving the educational standards of the adult population, especially those in public employment. • Creating opportunities for people in public employment to move forward and to enter the primary labour market. • Increase the number and share of adult learners and improve adult learning. • Better supply of skilled workers to employers. • To improve the competitiveness of the Hungarian economy in order to meet the requirements of the market at a higher level. • Support the acquisition of skills to participate in further training and to advance into the labour market. The priority project aims to enable the adult population with low educational attainment and lack of skills or qualifications on the labour market, in particular the public sector, to participate in training and thus improve their labour market situation. The priority project will provide opportunities for training programmes based on labour market demand that increase job opportunities, which may concern state-recognised professional qualifications, part-skilling, professional qualifications, acquisition and development of competences necessary for the performance of a job or work activity, i.e. other vocational training, other training and the acquisition of official qualifications. The project also offers opportunities for former labour market training programmes, for adults with competence development to enter vocational training, provided that in the case of the public employee the public employee supports retraining and the training can further improve their chances on the labour market. Specific objectives: 85,000 adults, including low-skilled participants (up to basic (ISCED 1) or lower secondary (ISCED 2), 80,000 Roma at the time of entering the programme) have free access to the training and to reach a higher level of education and/or education than their existing level of knowledge or qualification. As a result of the programme, 68,000 adults can obtain qualifications and skills thanks to the project. Another indicator is that of the low-skilled (ISCED 1) or lower secondary (ISCED 2) graduates receiving 80,000 grants, the project will result in a certificate/certificate. The programme will improve their individual life and position in the labour market, which will increase their chances of getting the right job and of retaining their jobs. The flagship project “Training the Low-skilled and Public Employees” thus indirectly contributes to reducing unemployment and increasing employment in Hungary, as well as to achieving the EU’s objectives. The aim of the project is not only to participate in the training, but also to successfully complete it. Participants will acquire competitive knowledge and knowledge appropriate to their individual situation, their level of knowledge and the needs of the labour market. The programme strengthens Hungary’s competitiveness by raising the level of education, and workers are more likely to find a job in the Hungarian or foreign labour market. Training in shortage professions increases the supply of skilled workers to employers, which contributes to increasing the competitiveness of employers and provides better financial and career development opportunities for trainees.
