Supporting the return of young children to the labour market

The Government Decree No 1006/2016 laying down the annual development framework for the Economic Development and Innovation Operational Programme (hereinafter referred to as the ‘Economic Development and Innovation Operational Programme’) (I.18.) Korm. By decision, it decided to support the priority project “Supporting the return of young children to the labour market” (identification number GINOP-5.3.11-18) (hereinafter referred to as “Project”). The Hungarian State Treasury (hereinafter referred to as the Treasury) has been designated as an applicant for assistance. The Government Decision sets the budget available for the implementation of the Project at HUF 9.8 billion, which is co-financed by the European Social Fund and Hungary’s budget. The Treasury implements the project independently, not in a consortium. The government’s top-level national strategy goal is to increase employment. Employment growth can be achieved, inter alia, by helping groups with employment disadvantages and low participation in the labour market, including those with young children (children under 3 years old), to get into work. The Government, in cooperation with the Hungarian State Treasury, plans to promote the strategic objective by providing targeted support for family or occupational crèche compensation (children’s day care) on a temporary basis, to ensure that many of the disadvantaged people from an employment perspective can return to work. The employment of women with young children is still below the EU average despite continuous developments in places in recent years, and the need to promote their employment is particularly justified from the labour market point of view. In addition to the accommodation expansion measures, this project will be implemented, which supports the payment of the family and work crèche fee. The objective of the project is to improve access to day-care services for children, reduce the costs of placement and thus help parents with young children return to work. The existence of aid is particularly important in municipalities where municipal crèche or mini crèche care is not available or where the demand for such care exceeds the number of places available. In order to achieve the above objectives, the project has a minimum of 10,000 participants, and the project supports employment of at least 10,000 people in the labour market until 30 June 2022. The support scheme and thus the operation of the Project is justified for a transitional period, until 2022, as the institutional capacity is expected to increase significantly due to other crèche developments, thus improving the chances of access to care. The Treasury uses the framework of the Integrated Administration and Control System (IACS) for the effective implementation of the support activity, which will be further developed within the framework of the Project (IACS+ system) in order to ensure the implementation of the related tasks of the Project. The IACS+ scheme, which manages the support to be set up, will be able to assess the entitlement to receive the payment, grant the payment of the crèche fee as a grant to parents who have brought their children to family and work crèches and bring them back into employment. In order to enforce the rights of rightholders laid down in the e-administration Act, the tender management system will be automated as far as possible. An important part of the project is the creation of the necessary legal framework for implementation: on the one hand, the legislative amendments underlying the implementation of the Project, making data management, data transfer, electronic submission mandatory and giving concrete expression to the public task; on the other hand, the creation of new legislation (Government Decree) laying down certain substantive and detailed procedural rules for the allocation of assistance.
