GINOP-5.1.1-15 Road to the labour market

The content of the project, the nature of the activities, can be divided into two parts. Most of the activities planned under the project, and thus the vast majority of the costs, are directed towards the implementation of a labour market programme to help the target group reach the open labour market. Another part of the project, which is closely linked to the labour market programme, aims to make the services provided by the Public Employment Services accessible, improve the quality and efficiency of the services and strengthen the targeting of services and support through the profiling system. In the 2007-2013 period, service and organisational development and labour market programmes were implemented through separate projects. Experience has shown that this has made it very difficult to translate developments into day-to-day practice and to adapt the content of the developments to practical needs. Therefore, in the 2014-2020 period, developments are carried out within the same framework as the labour market programmes. In order to ensure the availability of services, it is necessary to include in the organisational development elements the possibility to finance general labour market services and professional activities available to all jobseekers, including those who will not participate in the labour market programme. Typically, these activities include the proper functioning of the profiling system, the provision of the necessary professional capacities, the development of individual development plans, job search and placement (including EURES services) and the provision of information on the labour market. We also plan to provide personalised services to participants within the labour market programme. Labour Market Programme In the framework of the labour market programme, the NFSZ provides personalised services to the participants, assists them in their employment through various forms of employment support and/or provides them with training opportunities. The mandatory element of the labour market programme is the mentoring service, which must be made available to participants in the programme in all counties. A new support element compared to previous labour market programmes is to encourage participants in public employment to enter the active labour market programme and thus to the open labour market. One of these incentives is the planned ‘public employment bonus’ and the associated wage subsidies ‘from public employment to the competitive sector’. The scheme only finances wage subsidies to employers. Services and organisation development The implementation of active labour market policies is more efficient and effective, it is necessary to develop labour market services, improve their quality and ensure their accessibility. Tailor-made mediation, services, counselling, mentoring and other support should be provided to unemployed people that effectively help them enter, re-enter and stay in the labour market. In line with country-specific recommendations, the customer categorisation system (profiling) is introduced nationally as part of the personalised activation policies. This requires the availability of adequate human capacity (both in terms of staffing and quality) through the organisation of the implementation capacity allocated to the labour market programmes, as well as through the organisation of uniform internal training and further training for administrators. This is complemented by the development and modernisation of the employment service’s toolbox and the modernisation of the monitoring system for labour market services and programmes. It is necessary to improve the organisation’s activities to support the transitions of the labour market, as well as the means by which the services of the NFSZ can reach as many people as possible who need help in entering the labour market. It is important to develop employer relations, job exploratory and intermediation activities and services for businesses, in particular SMEs, which contribute not only to preserving and expanding jobs but also to improving the competitiveness of enterprises. In particular, the further development of the customer categorisation system and its linking with support and services can make a significant contribution to the effective use of the support and services provided in the project’s labour market programme. The aim of the customer categorisation system is to offer individual clients active labour market instruments that are tailored to their individual life situation and objective characteristics and are therefore expected to be able to effectively improve their chances on the labour market.
