DEVELOPMENT OF A NETWORK OF EXPERTS AND MENTORS TO HELP ICT STARTUP COMPANIES ENTER THE INTERNATIONAL MARKET

In line with the objectives of the call, the project aims to promote the efficiency and income-generating capacity of ICT start-ups by removing barriers to market processes and international sales, by encouraging market-based investments and by increasing the cross-border turnover of domestic enterprises. With the help of the project — in line with the purpose of the Call — the owners of ICT start-ups in the less developed regions, their managers, the knowledge and contact capital needed to bring products to international markets, as well as the cooperation of stakeholders in the sector, will increase. Through the complex program of KIFÜ, it contributes to the development of the Hungarian and international sector-specific knowledge and connections of ICT start-ups operating in less developed regions and thus to improving the competitiveness of the ICT sector. As part of the complex programme, trainings and events are organised in order to facilitate international participation, explore and exploit opportunities on the ground and to establish and operate a network of national coordinators, as well as to increase knowledge and networking. The KIFÜ shall participate in priority sectoral development projects from European Union or domestic sources as project promoter, consortium leader, consortium member or other non-beneficiary role at the request of the project promoter or consortium leader. This includes: it performs tasks of project owner, project management, independent quality assurance, supervisory engineer and other experts supporting the successful implementation of the projects, and ensures the financial accounting of grants and their regularity. For more than nine years, KIFÜ has been involved in project management and financial accounting for priority projects funded by the European Union in the field of IT and public administration. So far, KIFÜ has participated in a total of 21 successful IT projects. In the framework of the 2014-2020 EU programming period, the KIFÜ develops the information society through several projects, partly through the direct development of society’s digital literacy, partly through the development of the knowledge of small and medium-sized enterprises. The KIFÜ’s extensive project management reference also provides the market knowledge and connection system necessary for the implementation of this project. Project references and ongoing projects are set out in point 2.1.1 of the RMT. As a project promoter, KIFÜ undertakes to complete the implementation and implementation of the project in the GINOP 3.1.3-15 project. The KIFÜ provides the project leader, financial manager, project coordinator, and the professional leader, the head of the 3 working groups in its own employment. In line with the project schedule, additional professional internal team (financial, legal, public procurement, communication) support the implementation of the project. External resources will be obtained from working group members (13 members), international experts and junior experts (5 plus 5x3) and members of the National Coordinator Network (13). In the project, a total of 44 main project members are regularly carried out on a permanent basis. As part of the procurement, an additional training team and a company organising events will be connected to this. The work of the project is supported by the Advisory Board (15 persons) and project mentors with their unpaid work. The project leader, Ilona Ácsné Rátkai, senior project leader, led and prepared several European Union projects than KIFÜ. The professional leader of the project is Katalin Sebők, research, development and innovation specialist, manager and EU project design and audit experience. (CVs attached) The description of the competences of the other staff involved in the implementation is summarised in point 3.6.4 of the RMT. More detailed descriptions of project resources and external resource costs are provided in chapters RMT 3.6 and 4.1.1. The examination of the Hungarian startup ecosystem was carried out by the ESA Foundation on behalf of the Ministry of National Development in the spring of 2015. Building on the shortcomings identified by the study and the proposals made by Budapest HUB, the present project plan has been completed. See point 2.2 of the RMT to confirm the justification of the project. The aim of the project is to strengthen the international competitiveness and market access of ICT start-ups • efficiency • revenue generating capacity. Monitoring indicators: Within the framework of the project, two significant binding commitments and monitoring indicators were identified: 1. The number of ICT startups and natural persons initiating innovative projects reached 300. 2.
