The town of Bácsalmás is located in the southern Great Plain region, Bács-Kiskun county, with the 33 rd largest population of the 53 towns in the region. Bács-Kiskun county can be geographically separated into three regions: the Danube plain, the sandback of the Danube-Tisza intersection and the Bácska Löszhátra. Bácsalmás’s society is characterised by a population loss due to both a strong emigration and a declining birth rate, with a current population of 6763. The village has a county-wide children’s home. The city has a high school and a vocational training institution as the only one in the district. The number of disadvantaged and multiple disadvantaged pupils is high and their education is an issue to be reconsidered. The uneven distribution of disadvantaged children — more than 25 % — among the places of work in kindergarten. Civil society is strong in Bacsalmás, and representatives of major nationalities are present, primarily to preserve traditions, linguistic and cultural values. . In any case, these activities have a positive impact on the field of social care, as well as volunteering and programmes organised by civil society organisations (including churches), institutions and local government strengthen the sense of identity, thereby contributing to positive demographic changes in the long term and keeping young people in place The Municipality is the maintainer of the Vörösmarty Mihály City Library and Public Education Institution. The 24-month project aims to increase the fund and other skills of the target group to be included in formal and informal programmes. Members of the target group are persons who are not involved in public education and at least 50 % of the target group is disadvantaged or cumulatively disadvantaged. In the framework of lifelong learning, training courses, monthly courses, weekly specialisations, educational lectures and artistic groups will be implemented in the municipality. During the planning of the project, a professional plan was drawn up, of which the survey process was an important part of the assessment process in relation to local needs and possible problems. These are addressed by learning formats tailored to the needs of the target group. A total of 16 programmes will be implemented: Courses: Informatics course, Babamasage course, Learning Technology course. The courses involve a minimum of 10 participants each time. Club activities: Life club Monthly professional circles: Adult drawing and painting circle, Photo club. The monthly courses are attended by a minimum of 6 people each time. Weekly specialisation: “Home fairy” training course, The weekly specialisation will take place with a minimum of 6 participants each time. Presentation: A drug prevention performance with a minimum of 25 participants. Workshop: Felt making, claying, paper dipping, leathering. Series of occupations: Rocking sessions — for mothers. Free University: International Art Colony — with the participation of Hungarian and cross-border active artists, 1 time a year, involving at least 30 people. Competence development, specialisation or creation camp: Drawing and painting camp for adult age groups and firefighting camp for adult ages. Of course, some programmes will be implemented through external expertise, in order to ensure a high level of efficiency, but in some forms of learning it will be carried out with its own implementation. External experts will participate in the following 4 programmes: It Course, Learning Technology Course, Drawing and Painting Camp for Adult Ages, Fire Dance Camp for Adult Ages. During the 24 months of implementation, each programme will be allocated in proportion to the needs of each target group. 100 people will be involved during the programme. By the end of the 24th month, the agreed indicators will be filled, according to which 15 people will be inactive and 10 unemployed. During the project 1 Project Manager, 1 Head of Finance and a Chief Professional Manager will be employed. The project manager and finance manager will be employed 10 hours a week and the Professional Manager will be employed 20 hours a week. The 5 main professional implementers are employed 40 hours a week. Essential equipment will be procured for the high level of implementation of the activities, certified by indicative price offers. In addition, the material costs incurred during the organisation of the activities have been planned, which are essential elements for the smooth and successful implementation of the programme. It will be made public during the project period. In addition to the many positive effects of the project, the settlement and the people living in the neighbourhood develop their interests and develop their potentials that they have not been able to achieve so far, thus they can perform better in many areas of life by gaining success experiences.
