In the framework of this project, the Tolna County Municipality develops a system of coordination and consultation at county level in order to ensure that the catching-up-political cooperations are not only nationally and locally, but also at the next level of the administration, but also at the county level, they become regular and have a chance-creating effect on the lives of the inhabitants of individual settlements, increasing equal access to services. To this end, the following activities will be carried out during the project: 1. The employment of 1 catching-up staff in the organisation of the county government who maps the service gaps of municipalities belonging to the county (based on the HEPs and the Járás Chance Creation Programs (where relevant); B. continuously cooperates with all the local governments operating in the county, maintains relations, as well as the development directions proposed by the County Inclusion Forum, makes recommendations to the local governments, develops plans for various measures to create opportunities and catch up, especially with regard to the identification of service shortages. c. generates and extends cooperation at county level, coordinates the work of the cooperating partners, and performs d. “HEP municipal referee training” on 2 professional days a year organised by the Ministry of Human Resources’ background institution responsible for social inclusion. 2. Organizational development, sensitising training/training for the staff of Tolna County Municipality and Tolna County Municipality Office for a minimum of 10. Establishment and operation of the County Inclusion Forum: a) Map of county service routes: examination of the accessibility of existing services in the county to the population, in particular the lack of services at local level and proposals for its solution (Service Path Map and County Chance Creation Pact). B) Organisation of meetings every 3 months per disadvantaged target group to explore, explore and propose solutions for the Forum to help overcome service shortages. 4. In order to coordinate the interventions at county level, the integration of the project results into the county development policy documents (county development plans, educational district and county equal opportunities action plans, ITSs), regulations. 5. Coordination for social inclusion: taking stock of developments in the county involving the target groups of MNTFS, contacting projects in order to enforce catch-up aspects, monitoring and helping to coordinate projects. Furthermore, make proposals to the county assembly in order to implement the MNTFS Action Plans reviewed every 3 years at county level. 6. A series of events strengthening community cooperation, which consists of a minimum of 4 events per year, organised in connection with disadvantaged target groups. Besides professional activities, it is absolutely necessary to carry out activities that enable it to be served and set up in connection with the project. Such tasks include the thorough preparation of the project, the structure and operation of the project management, information on the existence of the project, its state of play, its results, the provision of publicity and compliance with the horizontal requirements of the call. During the implementation of the project, the equipment to ensure the conditions of operation will also be purchased. In the professional implementation, a catch-up staff of 40 hours per week is employed, as well as 1 financial manager and 1 project manager in project management, who perform their tasks 10 hours a week. Both project implementation and project management require the acquisition of equipment to perform the tasks. The project is carried out without consortium cooperation but in close technical cooperation with the Directorate-General for Social Affairs and Child Protection in Tolna County.
