The objectives set out in the project and the planned activities to help achieve them have been developed through community planning, thus adapting them to local needs, needs and opportunities, focusing on addressing the problems identified during the analysis of the situation. The strategic objective of the programme is to contribute to the reduction and prevention of child poverty and to reducing the number of children living in poor families and those in long-term need and the risk of social exclusion. In response to local needs and needs, the overall aim of the developments under the project is to further develop the predecessor project and extend it to new target areas. The direct target group of the programme is children and young people living in the district of Heves, especially children in need — who benefit from regular child protection benefits — and their families. The indirect target group of the project is the heads of institutions, service managers, staff, civil and ecclesiastical organisations, leaders and members of local communities active in the area of the district, which deal with children and their families. The scheduling of planned activities also strengthens each other’s efficiency in space and reflects the approach to complexity. Given that there are also differences between the economic and social indicators of 14 high-risk-of-poverty settlements in the district of Heves, which have been confirmed by local data provision, interviews and workshops, we plan to link the places of service. In addition to the community spaces already developed and to be developed (Heves, Erdőtelek, Zaránk, Kisköre) we plan to create spaces filled with services where a kind of permanent presence would be ensured by the reception of family mentors and school mentors. These settlements would include Erdőtelek — until the new community house is established — as well as Átány, Kömlő, Pély, Tarnabod, Tarnazsadány and Tarnaörs. Of course, the catchment area of the municipalities is also the target group for services and programmes. Community and service spaces can also include travel services organised on a needs-based basis (family therapy, psychologist, housing counselling, career counseling, development teacher, speech therapist, doctor), programs affecting all settlements (baba-mama clubs, family and prevention programs), as well as periodic or rotating services and programmes adapted to the problems of the settlements (parental group activities, harm reduction drug group, youth clubs). During the preparation and implementation of the project, special attention will be paid to compliance with the principles of equal treatment, non-discrimination and equal opportunities between women and men. During the preparation and implementation of the project, we continuously ensure the preservation, protection, improvement of the state of the environment and the efficient use of resources. The activities are carried out with the content specified in the “KTK 2020”Arculati Handbook.
