Construction of composting plant and pretreatment plant for municipal waste for the needs of RSUO-Region Botevgrad

The overall objective of this project proposal is to reduce the amount of BO landfilled by the members of the RSPO — Botevgrad region, by providing additional capacity for pre-treatment of mixed collected BOs and for separate collection and recycling through composting of green and biodegradable waste. The project envisages the preparation, coordination and approval of investment project and implementation of activities for the construction of installations for composting green and biodegradable waste and for the pre-treatment of mixed collected BOs. The installations will be located on a public municipal property in Temusha locality. The capacity of the composting plant is 2 770 t/year and aerobic digestion process has been selected in double-sided serviceable open compost clusters without forced aeration. The capacity of the pre-treatment plant for mixed BOs is up to 9000 tonnes/year, including sorting and separation of the recyclable fraction and a module for stabilising the saturated fraction. This project proposal takes into account the attitudes of the population from the municipalities — Botevgrad, Pravets, Etropole, towards the separate collection of green and biodegradable waste, towards the use of compost from waste, as well as the level of awareness of the population about the needs of providing the necessary quantities of green and biodegradable waste. To ensure the lawful execution of the construction will be carried out conformity assessment activities of the investment project and construction supervision during the construction. Information and communication activities will be implemented to inform the public about the EU contribution to the implementation of the project. The implementation of the project will reduce the environmental impact caused by the generated waste, improve resource efficiency and stimulate investment in waste management.
