This project proposal for the development of Area 5 in quarter “West” is part of an investment project: “Urban Environment — Development of Open Public Spaces in the town of Asenovgrad”, enshrined in the IHLG and the IP under the OPRG of the Municipality of Asenovgrad. At the application stage, the amount needed for implementation of the investment project was higher than the percentage limit set by the MA for the priority “Urban environment”. Therefore, the Municipality of Asenovgrad applied with a project proposal, not including one of the zones/Zone 5/of the neighbourhood, with the intention of providing funding at the earliest opportunity, as only so the investment project and its objectives will be fully implemented. Following the completion of public procurement contracts for projects from the Asenovgrad IP under the OPRD, there were savings that were sufficient to implement Zone 5 of the district. West. In order to be able to use this financial resource, the municipality initiated a procedure in accordance with the MA’s instructions for exemption and use of these funds. At the end of the procedure, this project proposal has been prepared. It is aimed at improving the urban environment through the development of inter-block spaces in Area 5 of the district. West. The investment project provides for the implementation of large-scale landscaping activities, construction of irrigation system, construction of children’s and sports grounds, recreation areas, rehabilitation of street and pavement pavements, installation of energy-saving lighting, as well as video surveillance system. The project proposal is part of the EaP of the Municipality of Asenovgrad for the implementation of the IHLG of the Municipality of Asenovgrad for the period 2014-2020. The planned interventions are concentrated in the socially predominant impact area defined in the plan. In addition to the construction and installation works, the project includes activities for authors’ and construction supervision, information and communication, as well as independent audit of the project.
