The project proposal aims to ensure the implementation of the requirements of Directive 2014/61/EU on measures to reduce the cost of deploying high-speed electronic communications networks. Its focus is on efficient planning of the deployment of these networks, the use of existing infrastructures and the coordination of construction works to reduce investment costs. The project envisages the creation of a GIS-based electronic platform “Single Information Point” providing access to information about existing physical infrastructure suitable for the deployment of electronic communications networks, as well as planned and ongoing construction activities. The EIT will bring together and systematise information on the procedures and regulations governing the deployment and maintenance of infrastructure, including the authorities competent to issue acts in the field and their respective fees. Access to all available models of permit documents and other acts related to the construction of infrastructure will be ensured. The platform will provide conditions for filling in and submitting electronically applications and documents necessary for the deployment and maintenance of electronic communications networks and physical infrastructure, as well as for receiving information on the progress of their examination by the competent authorities. The EIT will provide a system of base layers that can be used by all stakeholders — administration, business and citizens — as required by INSPIRE and the Spatial Data Access Act.GIS technology will enable the accumulated data and information to be used for specific research, resource management, regional and territorial planning as well as for economic modelling of processes. Following the establishment of the National Spatial Data Portal, the EIT system is intended to support data exchange with the EU Spatial Information Infrastructure (INSPIRE) geoportal.
