The project is a continuation of the project “Supporting regional investment planning in the WSS sector” Regional pre-investment studies for 14 distinct territories and is based on the principles of integrated and regional planning and implementation of investments in WSS infrastructure. Priorities and objectives set out both in the “Strategy for the Development and Management of Water Supply and Sanitation in the Republic of Bulgaria in the period 2014-2023” and its Action Plan, as well as in the conditions for financing projects from the European Structural and Investment Funds for the programming period 2014-2020, require the implementation of a regional approach in the planning and implementation of WSS projects, taking into account the needs of the territories in their entirety, and the achievement of efficiency and sustainability of investments and the functioning of the WSS infrastructure require consolidated management, maintenance and provision of WSS services. As of 2019, 6 more territories fulfil the conditions for a fully consolidated territory, and in one administrative district the WSS services are provided by one WSS operator and all municipalities are members of the regional WSS Association. Thus, this project proposal includes activities for the preparation of regional pre-investment studies (RPIPs) and financial and economic analysis (cost-benefit analysis) for the designated territories of 6 WSS operators (WSSO) in the newly-consolidated regions, as well as quality assurance services and control of their implementation, relevant communication and publicity measures and project management activities.
