The project is a consultancy service provided by an external party, referred to as “Strategic Advisor”, aimed at providing BPI management with an update of Waste Acceptance and Treatment Plans in ports of national importance, aimed at extending the scope of available CVET with an assessment of the need for and subsequent implementation of facilities for prevention and response to operational or emergency pollution (SPREAH) in closed waters and the coastal zone in the port area and the reception of these wastes. The project also includes an assessment of the need for subsequent implementation of the development of an Integrated Information Platform (IIP) which will bring together and present in an appropriate form the results, information flows and data from the implemented IT systems related to the performance of BPIH functions. The integration of the systems is directly related to the activities of the specialised directorates on the ground for the construction and maintenance of systems for ensuring security and safety of navigation, as laid down in the Regulations on the structure, functions and activities of BPIH. The implementation of the project in relation to CVET is related to the tasks of BIE to prepare and update CVET in ports of national importance, as defined by the provisions of §1a of the Supplementary Provisions of the ZMPVVPRB and Article 19 et seq. of Regulation No 9 of 17 October 2013 on the requirements for the operational suitability of ports and specialised port sites. As regards the integrated information platform, the project activities relate to the main functions of BPIH for the construction and maintenance of the facilities serving the system are vessel traffic control and the provision of services and information, in accordance with Article 105 m(1)(12), (13), 14, 15 and 16 of the ZMPVVPRB.
