Labour availability problems in Bulgaria force employers often to work with employees and workers with capacity below company labour and professional standards, while at the same time company budgets do not allow the necessary investment for training and development of human capital. The integration of the Bulgarian labour market into the single European market, the rapid uptake of new information and communication technologies and the ongoing processes of restructuring the national economy raise the question of the ability of employees to face the changes that are under way.
