By providing the service “personal assistant” will ensure prevention of institutionalisation of the target groups, improve their quality of life and support their opportunities for independence and social inclusion. It will expand the scope of the services used, ensuring access not only to social, but also to health services. Continuity of service users will be ensured. The project has a national scope and will start immediately after the grant award order has been issued with applications from the candidate users. Individual needs assessments and individual consumer budgeting will enable the project to involve those with the greatest dependence on care while respecting the horizontal principles of equal opportunities and non-discrimination and gender equality. Improving the quality of the service will be achieved by conducting trainings and supervision to improve the skills of personal assistants. Activities at national and local level are organised in a way that ensures efficient and effective use of financial and human resources. Internal controls (by the teams at local level) and controls by the Social Assistance Directorates are foreseen in order to implement the set indicators and provide the quality of social and health services.
