The Vidin-Dimovo-Beela-Ruzhintsi-Montana route is part of the Trans-European Transport Corridor “Orient/East-Mediterranean” according to Regulation/EU/1315/2013. The beginning of the route is the end of the infrastructure of Danube Bridge 2 and the end — the beginning of a bypass of the town of Montana (on the Vidin side). The project includes the modernisation of the existing road, the construction of city bypasses, two-level crossings and the inclusion and separation by means of road nodes. At present, the E-79 road has a non-permanent gauge, sections in different operating conditions and a route passing through settlements. The listed facts lead to erratic low speed, congestion, SSTBs, negative environmental impacts that do not meet the road requirements of the core trans-European transport network pursuant to Regulation (EU) No 1315/2013 of the European Parliament and of the Council of 11 December 2013 on Union guidelines for the development of the trans-European transport network and repealing Decision No 661/2010/EU (1). The subject of this project proposal is to ensure full project readiness for the modernisation of the four sections: Vidin-Dimovo, Dimovo-Beela-Ruzhintsi and Ruzhinci-Montana with a total length of about 95 km. The technical parameters of the road are as follows: design speed 120 km/h; road gauge G-28 and load capacity of road surface 11.5 t/axle. The implementation of the project includes: conceptual and technical design, preparation of EIA and SEW report, archaeological studies, preparation of a comprehensive conformity assessment report and technical control under the “Constructive part”, preparation of environmental management plans and own environmental monitoring of the AA, carrying out a road safety audit at the conceptual and technical design phase, preparation of a plan for management of construction waste, implementation of information and publicity measures and management of the project. The implementation period of the project runs from 1 January 2014 to 31 December 2021.
