The project “Creation of municipal waste recovery capacity for energy recovery in Vilnius city” provides for the creation of capacity for energy recovery of municipal waste remaining after treatment, unsuitable for recycling and energy value, by setting up a high-efficiency cogeneration plant with a capacity of 160,000 tonnes of incinerated waste per year. The Vilnius municipal waste incineration plant with energy recovery was planned taking into account national and EU strategic objectives, waste generation and management forecasts and the EU Circular Economy Guidelines. The main activity of the project is the installation and construction of a high-efficiency incineration (energy recovery) plant for municipal waste. The Vilnius municipal waste incinerator will provide the measure “Establishing energy recovery capacities in Vilnius and/or Kaunas cities” referred to in point 2.2.1 of Annex 2 to the State Waste Management Plan, entitled ‘Plan of measures for the implementation of the National Waste Management Plan’, ‘Installing capacity for the recovery of municipal waste for energy recovery in Vilnius and/or Kaunas cities’ and the operator responsible for its implementation — UAB Vilniaus CHP Plant. Thanks to the project, the still missing technical link in the waste management system will be created in the regions of Vilnius and Utena, i.e. infrastructure for the recovery (energy recovery) of suitable waste from municipal waste treatment plants operating in these regions. The waste incineration plant will be able to produce about 413 GWh/m heat and about 158 GWh/m electricity. The project corresponds to specific objective 5.2.1 of Priority 5 ‘Environmental protection, sustainable use of natural resources and adaptation to climate change’ of Priority 5.2 ‘Reduce the amount of municipal waste disposed of in landfills’, since the amount of waste disposed of in landfills will be reduced at the Vilnius Waste Incineration Facility for energy recovery.
