The objective of the project is to increase the availability (universality) of centralised water supply and wastewater management services, to seek to ensure quality drinking water supply and wastewater management for the population, to reduce soil and groundwater pollution and the risk of pollution of groundwater resources in the project area by extending the number of inhabitants receiving water management services and improving the quality of water management services provided in the project area. The project provides for the inventory and registration of about 24.31 km of networks in the Real Estate Register, 45.359 km of sewage and 26.783 km of water supply networks, 21 sewage pumping stations and reconstruction of 3.173 km of water supply and 8.010 km of sewage networks, 6 water improvement plants, 6 waste water treatment plants in Klaipeda district, allowing the connection of 445 dwellings (1602) and 792 dwellings (2851lives) to the newly built water supply and wastewater collection networks, the reconstruction of the waste water networks will improve the quality of the service for 1381 dwellings (of 4971 inhabitants), the reconstruction of the water supply networks will improve the quality of the service for 226 dwellings (813 inhabitants), the construction of water improvement facilities will improve the quality of the services provided for 1084 dwellings (pop. 3902), and the reconstruction of the waste water treatment plant will improve the quality of service for 1026 dwellings (person 3693). On 17 August 2018, by Order No D1-759 of the Minister for the Environment of the Republic of Lithuania, additional funding was allocated to the project, according to which an additional 23.599 km of water supply networks and 26.783 km of sewage networks will be built in the project, allowing 597 dwellings to be connected to the newly built water supply networks for 597 dwellings (pop. 1433), 597 dwellings connected to the newly built sewage collection networks (pop. 1433).
