Risk-sharing fund financed by the European Regional Development Fund and the return of funds

The risk-sharing fund to be established on the basis of the Financing Agreement is a financial instrument for guarantees described in Annex A (Investment Strategy and Business Plan). The risk-sharing fund would be designed to leverage additional funds from the private sector (banks, financial institutions, etc.). Financial intermediaries would use the guarantee financial instrument to provide preferential loans to natural and legal persons owning apartment blocks and/or other premises or to administrators of the common use premises of multi-apartment buildings. The loans would cover the modernisation/refurbishment of multi-apartment buildings by increasing their energy efficiency to achieve at least the energy efficiency class C of buildings. The Ministry of the Environment would invest EUR 90 million in European Regional Development Funds and EUR 10 million from the return of funds allocated to guarantees from financial intermediaries selected on a competitive basis. According to the structure of the Guarantee Facility of the Risk Sharing Fund, a five-fold leverage effect would be applied. After the guarantee provision is launched, it is expected to generate modernisation loans worth EUR 500 million, which will allow the refurbishment of some 32 500 apartments in almost 1,500 multi-apartment buildings across Lithuania by 2023. These investments in the energy efficiency of multi-apartment buildings would reduce energy consumption and reduce the energy costs of the population and the country’s dependence on external fuel suppliers. From an environmental point of view, the energy efficiency of multi-apartment buildings should significantly reduce CO2 emissions.
