Energy Efficiency Fund financed by the European Regional Development Fund

The objective of the Energy Efficiency Fund is to promote energy efficiency by investing in public infrastructure. The Fund will provide preferential loans for the modernisation of central government public buildings and guarantees for loans granted by commercial banks to finance street lighting modernisation projects. The implementation of these financial instruments will enable ETC (energy saving service provider) companies, central government entities (which have the right to borrow) and municipalities to implement energy efficiency projects through the funding provided. By providing the opportunity to benefit from favourable financing conditions, the aim will be to attract private sector ETC companies to implement energy efficiency projects in the public sector and to develop this market in Lithuania. The main expected requirements for funded energy efficiency projects in central government buildings are at least equal to the energy performance class C, while street lighting modernisation projects must achieve a minimum energy savings of 40 %. Funding for the modernisation of central government buildings shall be provided in the framework of the programme for improving the energy efficiency of public buildings approved by Resolution No 1328 of the Government of the Republic of Lithuania of 26 November 2014.
