FEASIBILITY STUDY TO DETERMINE THE NEED FOR THE ESTABLISHMENT OF A LABORATORY FOR WASTE (INCLUDING HAZARDOUS) TESTS (IDENTIFICATION)

In order to achieve the objective set out in the plan of measures for the implementation of the State Waste Management Plan for 2014-2020, approved by Resolution No 519 of the Government of the Republic of Lithuania of 12 April 2002 approving the State Strategic Waste Management Plan, the objective of “Increase the monitoring of the implementation of waste management requirements and the fulfilment of waste management tasks” and the implementation of the objective “Improvement of the effectiveness and reliability of data of waste management systems” as set out in the plan, the measure “To carry out an analysis of the need for waste (including hazardous) studies (identification) laboratory and to provide for appropriate steps for the establishment of such a laboratory”. In order to determine the need for the establishment of a waste testing laboratory in Lithuania, it is planned to prepare a feasibility study to determine the need for the establishment of a waste (including hazardous) laboratory (hereinafter referred to as the feasibility study). The purpose of the feasibility study is to analyse and evaluate the current situation in Lithuania by carrying out the control of the implementation of waste management requirements and the implementation of waste management tasks, in order to identify waste (including hazardous waste), analysis of national and European Union legislation regulating the identification of waste (including hazardous) and control of waste management, analysing the current situation and experience in identifying waste (including hazardous) in other EU countries and assessing the feasibility of carrying out waste (including hazardous) tests in other countries — to determine the need for the establishment of a waste research laboratory in Lithuania and to examine alternatives to the establishment of such a waste laboratory. The feasibility study will help to identify the need for the establishment of a waste testing laboratory in Lithuania and to provide for appropriate steps for the establishment of such a laboratory if the need for laboratory installation is established.
