As a network, the project seeks practical solutions to the needs of residents in exceptional circumstances. The project will be carried out in the Essote domain: Mikkeli, Juva, Mäntyharju, Puumala, Pertunmaa, Hirvensalmi and Kangasniemi. The project has been designed as an extensive network with municipalities in the ESSOTE region, the Mikkeli Cathedral congregation and other congregations in the region, third sector actors, inclusion projects and volunteers (Neighbourhood Aid Mikkeli Group). The project will strengthen the existing participatory models of assistance and support for third-sector actors supporting the services provided by public authorities (Essothe, municipalities and parishes). The project offers low-threshold participation in the implementation of voluntary activities, targeting young people and people of working age, in particular disadvantaged families and the most vulnerable. Indirect target groups are children and elderly people. The aim of the project is to:- gather a network of actors and provide support and assistance as a network to those in a challenging position in the exceptional circumstances caused by the Korona epidemic. — to develop remote and digital services for inclusion, community and operational capacity- to develop volunteering in exceptional circumstances and to provide opportunities for assistance — to create opportunities for creative activities The project utilises remote and digital tools to support community. Increase cooperation between actors within the network and introduce network-based forms of action appropriate to the crisis situation, which can be continued on an appropriate scale after exceptional circumstances. Strengthen and increase forms of family and youth work through the third sector and volunteering. Mental health, substance abuse and crisis work, physical activity and culture are taken into account in the activities. Create earning opportunities for creative industries through purchasing services to support community, inclusion and operational capacity. With the help of its extensive network of partners, the project continuously assesses the needs created by the exceptional situation in the project area and allocates the purchasing service resource to meet these needs in a flexible manner. At the same time, purchases of services can support entrepreneurs in difficult situations and create earning opportunities for them in a situation where normal demand for services has deteriorated. The project is implemented as part of the core activities of the network of operators and as a network as a joint operation. The project will be co-ordinated through two premises. One is Hope ry’s premises on Pomonkatu and the other Viadia’s premises in Moisio. Hope ry’s activities focus especially on supporting families and via Viadia, the activities also take into account other people in difficult situations. Viadia’s premises are used to organise the distribution of lost food in stores: bagging in food bags and exports to customers in a coordinated manner.The project is informed via a common website and social media. Internal communication is carried out by electronic mail and social media services. The Teams environment (Teams) hosts the network’s meetings, records the planned actions and the activities that have been carried out. The project brings together the actors. The City of Mikkeli manages the project and the Meijän Mikkeli project supports the implementation of the project, assists in payment and competitive tendering. Two main posts will be recruited for the project. The project’s purchasing services offer a wide range of opportunities to support the most vulnerable and increase opportunities for creative operators to produce solutions to increase inclusion, work capacity and community. The project results in an operating model that can also be used in similar challenging situations.
