The project implements pilots of work ability coordinator activities in accordance with 9-11 TE Office-specific development plans. Intensification of cooperation between different actors aims to improve the availability of services from the point of view of part-workable customers and employers. The TE Office’s work capacity coordinator is responsible for modelling the service network and processes to promote the employment of men and women with long-term illnesses and disabilities. The objectives of the pilots areObjective 1: Building and piloting alternative service and operating models for customer service, network cooperation and cooperation between employers and enterprises to enhance the service provision, service guidance, flow, competence development and employment results of people with partial working skills as part of TE-services.Objective 2. National development cooperation, sharing and mainstreaming.As a starting point, the work ability coordinator’s job description consists of employer and business cooperation, personal customer service, and the management of the internal and external cooperation network and the strengthening of know-how. The focus of the task varies from one region to another. During the project, the job description of the capacity coordinator will be modelled and evaluated in relation to the future regional governance structure. Work capacity coordinator pilots will build their own workspace in Taimi. The government’s leading project provides in-service training to work ability coordinators for 10 days. In autumn 2016, the Rehabilitation Foundation will publish the Osku information portal for part-timers, employers and professionals, which also has an Intranet for networking among work ability coordinators. The portal is linked to the Yritys-Suomi website and the Taimi workspace.The Job Competence Coordinator acts as an agent for change and mainstreaming in the TE Office and together with colleagues at national level.Piles promote the following operating principles Solution focus: In the provision of services, the aim is to always seek first opportunities for people with partial work ability to minimise the harm caused by disability or illness.Principle of normalisation: As far as possible, according to the general, equal and open to all or possible service lines, according to the partially workable service needs.TE-services for all: The services will be extended on a concrete basis with the partner’s services. When a private customer is directed to seek services from other actors, he or she can continue as a jobseeker at the TE Office.All channels: Both customer and network work modernises communication methods such as Skype, chat, videoconferencing, webinars, remote service. The project results in strengthening the expertise of TE Office experts, consolidating and mainstreaming operations and service models to promote the employment of people who are able to work. In preparing the evaluation of the project, cooperation is carried out with the government’s main project (education to change sub-project).The main actions of the pilots of the TE Offices are:1. Development of Employer and Business Cooperation The template of the Enterprise Service is modelled in cooperation with SMEs, business advisors and intermediaries, as well as personnel hiring. The Employer and Business Service will be enhanced through business visits, identification of hidden jobs, recruitment and networking events, together with disability organisations and intermediate labour market operators. Effectiveness is sought by mainstreaming the inclusion of part-time employees as part of company visits and by increasing the efficiency of job placements for people with partial work capacity. The offer of services will be expanded by means of work coaching, which is productised to meet the needs of people with partial work capacity and employers (customer panels) as a purchasing service. Design and procure an expert evaluation service to support the progress of the service process (modulated work ability, competence assessment and working conditions planning service). Promotion of organisational support for working conditions.2. Development of employment servicesThe service competence of those capable of working will be developed and strengthened on different service lines. The work ability coordinator recognises the needs of staff competence development, instructs, consults, trains and organises competence development packages. The TE Office’s service models and tools are developed especially in identifying service needs and compiling a service palette (service network and operator maps). Process descriptions and guidelines will be compiled as an evaluation tool to support continuous improvement.3. &Amp; 4. Development of the Kela cooperation and rehabilitation service networkPersonal customer case-managering is enhanced as a cooperation between officials applying the Kela-TE Guide.
