Objectives Job seekers in a weak labour market position need enhanced support for employment alongside the support provided by public employment and business services. The need is for closer contact with employers, support for job search and working life skills, and recognition of skills in relation to work tasks. In addition, the employer’s challenge is that the employer does not sufficiently recognise the skills of the most disadvantaged workforce and does not receive sufficient support from the TE Office in the recruitment process.The aim of this project is to build Come to Work — an enhanced support model for unemployed jobseekers in a weak position in the labour market, in cooperation with the personnel services sector. The model to be built in the project will take into account changes in future social and growth service structures. The objectives of the project are to increase the employment and employment opportunities of unemployed jobseekers through positive discrimination. The project improves the regional matching problem, enhances customer guidance and participation, increases the skills of professionals in the recruitment and identification of the target group, improves the identification of the unemployed job seeker’s own skills and working life skills in relation to the open job, and increases cooperation between future growth service operators. The model consists of a team of job coaches specialising in job-seekers for unemployed people who are in a weak labour market position. The team develops the job-seeker’s employment process, customer guidance, customer skills and work ability recognition practices. In addition, the project assesses the costs of implementing the operating model, the optimisation and efficiency of costs and the scalability of the new growth service structure. The project is coordinated by the National Institute for Health and Welfare, which assesses the impact of the project and is responsible for disseminating the operating model. The partner is VMP Backup Service. In addition, the TE Office of Uusimaa participates in the project.TULOKSETHanke aims at 400 unemployed jobseekers in a weak labour market position who are between 30 and 54 years old. One third of them are expected to be employed during the project. During the project, the unemployed will receive a personal employment plan, guidance to other services, as well as up-to-date and advanced job search skills.The result of the project has been a well-functioning process for employing customers in the target group, as well as close cooperation between future service providers and personnel service operators. As a result of the project, the skills and working capacity of the TE Office and the future service provider’s weaker labour market position will be recognised more comprehensively and the customers will become more employable than before. At the same time, the employer receives the necessary support for recruitment and subsequent recruitment. The employment of a person in a weak position on the labour market will become more competitive with other labour force recruited on the free market and have been more effectively employed.Following the HORISONAL principles of gender equality in the PROJECT: The project takes into account the higher proportion of men as job seekers and the longer duration of unemployment in developing customer guidance. The project can also contribute to the disengagement of different professions and professions. The project does not direct customers to female and male-majority sectors by gender. The project will collect data on the employment of the target group by gender. In the TE Office, which selects customers, it is possible to assess whether gender is relevant to the project and seek to act accordingly. Equality: The model developed in the project will increase the equal position of the target group in the labour market and in the services of the future provinces. Develop the operating model to take into account the specific needs of the group and support these groups in their work-life participation and job search skills. Accessibility is taken into account in the communication of the project, e.g. images are recorded with text and subtitles are added to the videos. Accessibility will be taken into account in the events of the project. Sustainable development: The project’s procurements aim to take into account ethical and ecological aspects. The project gives priority to domestic procurement and favours, for example, environmentally friendly venues for meetings and events. The use of single-use materials is avoided. The project favours electronic materials whenever possible. The knowledge generated by the project and the operating model developed also form the basis for the long-term sustainable development of the local economic fabric.
