The Future of Lapland — Foresight in the New Province will increase wide-ranging foresight expertise in the new province and examine the future of Lapland’s industries from the point of view of regional development and training needs. The project supports foresight information and predictability by developing the region’s adaptability to different changing situations, taking into account the needs of the new province. Instead of sudden structural changes, the perspective is predicted structural change (ERM) and resilience. The future reviews carried out in the project include, for example, the demographic structure of Lapland, migration, the availability of labour, and the impact of digitalisation and smart technology on the development of the region. In addition to the provincial review, the project will carry out sector-specific future reviews and highlight critical success factors and training needs for each sector in the future. Foresight and proactive approach will be exported to the new province in the form of trainings and future reviews. Content focuses on foresight in decision-making and knowledge-based management. During the project, the necessary foresight information will be collected and disseminated through various channels, as well as bringing it into discussion and implementation. In data management, there is a strong link to national and neighbouring regional processes. The Lapland pilot website, which gathers and transmits provincial foresight information, will be renewed taking into account the usability and continuity of the future province. The pro-active approach implemented in the project supports competence development, peer learning and networking, taking into account the needs of the province. Provincial foresight is being reformed by linking, among other things, the social services sector and municipal actors. In addition, the link between provincial foresight and national foresight will be strengthened during the project, for example by addressing nationally produced future information from the perspective of Lapland. Strong cooperation will also continue with the foresights of Eastern and Northern Finland. Where possible, networks will also be established with potential international actors. The project is implemented in close cooperation with the Lapland Foresight Network. With regard to the horizontal objectives, the project promotes men’s and women’s affairs on an equal footing. The project has an indirect impact on environmental, economic, social and cultural sustainability and equality objectives through foresight reviews and sector-specific future reviews.
