The project develops the customer service process, especially for those who are continuously or mainly unemployed for 12 months. The project also takes into account young graduates from vocational education and training, for whom it is estimated that attachment to working life will require additional guidance. The project will be carried out in the cities of Etelä-Savo (Mikkeli, Pieksämäki and Savonlinna) and in the municipality of Kangasniemi. The project utilises employment structures in each municipality and disseminates good practices found in different regions for the benefit of others. There are two reasons why the project needs to be implemented. It strengthens the customer process for those who are unemployed for the first time 12 months. This prevents these individuals from prolonging unemployment without leaving the labour market altogether. The second reason is to strengthen the already existing municipal employment practice, which has been partly aimed at reintegrating into the labour market, but also to curb the increase in municipal labour market support payments. As a result of this employment, a large number of customers have entered the first and second service lines of the TE Office, whose actual nature of unemployment is different from that of those registered as unemployed for the first time.Customers are directed to the project from the first and second service lines of the TE Office. The project implements a customer challenge, which already provides an understanding of the functioning of the existing employment plan and service definition. In the case of project customers, the aim is to bring forward employment measures in order to improve their impact on the open labour market. If successful, the project implements a model in its customer processes that has a direct impact on the reduction of local government labour market support payments, but even more important than this on companies’ labour supply.Concrete measures to improve the situation of customers in the project include customer interviews, service needs definitions, guidance to the service and documentation of customer coaching and employment periods to strengthen further employment. In this project, guidance to services refers to the service referred to in the Act on Public Employment and Business Services 916/2012 (employment services, information and counselling services, expert evaluations, career guidance and career guidance, coaching and experimentation, labour market training, self-study for job seekers supported by unemployment benefit, wage subsidy and business start-up and development services). These services are currently implemented by the Labour and Trade Authorities and the project’s role is to ensure that these services are taken into account for project customers. The project also takes into account the services provided by municipalities (working activities, supportive employment, guidance for training and work coaching).In the municipalities of South Savo, there is a need for systematic interaction on employment practices. Challenges and areas of development will be brought to a joint discussion with other network actors. Feedback is sought from unemployed personal customers, the network and employers. The project is managed by the City of Mikkeli. The towns of Pieksämäki and Savonlinna and the municipality of Kangasniemi are involved. Broaden the target group of the project so that the duration of unemployment is not defined. You can become a customer of the project already on the first day of unemployment. This is increasingly aimed at preventing the prolongation of unemployment and the quickest possible reintegration into the labour market. The number of customers will not be increased, as Pieksämäki will not join the extension period and the target set at the end of 2017 will not be met.The project supports the growth service reform and is developing new services that meet customers’ needs to speed up employment. The preparation of the regional reform of Etelä-Savo has been carried out in various study groups, the integration of growth services and sots for jobseekers who are more difficult to employ are seen as very necessary at this stage of the preparation. The aim is to explore the possibility of an alliance or other contractual cooperation in the growth services of structural unemployment. In addition to the employment actors in the cities (Mikkeli, Savonlinna) and the municipality (Kangasniemi), the Alliance should include growth services, social services, private service providers and some employment actors in the third sector. The role of educational institutions in the competence development services should also be examined in the course of the preparation.
