Northern Cooperation on Foresight

The Northern Cooperation for Foresight project is based on the objectives of the Lapland Regional Strategy and the strategic choices of the Lapland Agreement. In particular, the project’s measures support the strategic choice of the Lapland Agreement “responding to structural change — away”. This strategic choice includes responding to structural change through a proactive approach, smart specialisation, growth sectors and the Arctic, as well as an interactive, high-quality and demand-driven training network. During the project, the foresight activities carried out in Lapland will be expanded to produce forecasting information arising from regional development needs in both qualitative and quantitative form and involving actors. During the project, foresight cooperation will be strengthened both in Eastern and Northern Finland and towards Northern Norway and Northern Sweden. It is important to identify the skills and workforce needs of major projects in the vicinity of Lapland, and close cooperation between the provinces seeks resource savings (joint studies, training sessions, dissemination of good foresight practices). In addition, the production and use of foresight information, as well as anticipation skills, will be extended during the project as part of regional development. As far as horizontal objectives are concerned, the project promotes men’s and women’s concerns on an equal footing. The project has an indirect impact on environmental, economic, social and cultural sustainability and equality objectives through foresight studies, the Northern scenario process and the activities of industry clusters. During the project, the foresight activities in Lapland will be expanded and developed as follows: — Support for the content of the Lapland Agreement through anticipation (e.g. the vision of structural change and the future of new sectors).- Exploring the prospects and opportunities for the growth of the Northern significance through the scenario process.- Develop and strengthen Nordic cooperation in foresight in the Eastern and Northern Finland region (networking and possible common content) and with Northern Norway and Northern Sweden. In addition, the link between Lapland’s foresight activities and national foresight will be strengthened.- Develop industry clusters and launch the necessary new clusters.- Develop foresight information not only in anticipation of training needs, but also in the direction of decision-making, taking into account the needs of the regions.- Improve the anticipation skills of different actors. During the project, foresight information and expertise will be produced to support the implementation of the Lapland Agreement. The project also produces the necessary foresight information about the development of the northern region and the possibilities for Lapland to take advantage of these development prospects. As a result of the project, cluster activities will also better support the Lapland Agreement and regional development. The results of the project support the targeting of Lapland’s development activities towards the long-term objectives set out in the Lapland Strategy and to monitor the achievement of the objectives. In addition, the project provides new foresight content to the Lapin Pilot foresight website. As a result of the project, Lappish foresight activities develop on the basis of the already established foresight operating model to implement anticipation in practice and to proactively make Lapland’s future.
