As a result of the COVID-19 pandemic, international tourism demand has stalled and domestic demand growth is not enough to compensate for the drop. There are a significant number of enterprises in tourist regions whose turnover consists of international tourism. It is important for the regional economy and for tourism employment that international tourism can recover as quickly as possible and then get back on the path of growth. After the COVID-19 pandemic, there will be competition for tourists’ attention on the new market, and the Finnish tourism export market will increasingly emphasise security. International Tourism Back to Growth aims to restore accessibility to the pre-corona crisis and its future growth in a “new normal” health safety environment. The project measures are divided into two work packages. TP1: Restoring accessibility in cooperation with tour operators and Visit Finland, as well as through marketing measures such as excursions and influencer marketing. In particular, marketing uses digital channels and also communicates about health-safe tourism. Measures will also be taken to revitalise Russian tourism.TP2: Making safe tourist corridors and local emergency and contingency plans for Ruka-Kuusamo, Taivalkoski and Syötete. Health security plans for tourist areas will be developed in cooperation with local businesses and health authorities and will create a network of actors to safeguard the potential of health-safe tourism in the region in the future. The project is carried out in cooperation with the tourism associations of Ruka-Kuusamo, Taivalkoski, Syöte and Salla. The implementation period is from 1 May 2021 to 31 December 2022. The project is managed by Naturpolis Oy. The target group of the project is tourism companies in the region and operators bringing charter and scheduled flights to Kuusamo Airport. The indirect target group of the project is international tourists, other service companies and municipalities in the region.
