The Department is leading the professional referencing operation implemented throughout the territory of Vaucluse. The operation shall be implemented by means of a call for tenders to designate ‘professional integration centres’ Main points of the tender specifications: Professional Insertion Poles are designated to provide professional-type accompaniment. They shall provide the reference mission by delegation of the President of the Departmental Council. They legitimately carry out the acts linked to this function, with beneficiaries subject to rights and duties (see Section 3 of the CASF on rights and duties), in the field of inclusion (definition of the pathway and guidance on integration actions, compilation of financial aid files for the insertion project, etc.), and assess the results of the steps taken by the beneficiary and of the fulfilment of its obligations, as defined in the insertion contract, reciprocal commitment contract. The professional referencing organised by the Professional Insertion Centre consists of technical and relational support to the person for the achievement of targeted objectives. The objectives to be achieved and the deadlines are developed between the referent and the beneficiary. They will be short, medium and long-term and will be part of the professional field (developing a job placement project that can include periods of training). The Professional Insertion Centre undertakes work on mobility by all appropriate means, on the use of IT resources and on knowledge of the environment and of the labour market. Each Beneficiary is met regularly and accompanied on a sustained basis. The Professional Insertion Centre must be able to set up and justify the arrangements for this support in face to face, in collective activity or at a distance. The beneficiary of the operation is the Department, which implements and coordinates the operation. The beneficiary is the project leader who bears the expenses and the responsibility for the implementation of the operation. The service provider shall participate in the operation on the decision of the beneficiary. Thus the Department: * defines and implements an operation in the Community sense, * pays expenditure in the Community sense, i.e. “supports” expenditure incurred in connection with the operation, with exceptions and adjustments, * is financially responsible for its project. It carries and realises the latter while assuming responsibility for its implementation. The Department undertakes to carry out the physical and financial monitoring of the project and to produce the supporting documents for payment, which will be mentioned in the agreement, to the Instructor Service. It shall keep all documents relating to the project concerned. For this purpose, the beneficiary service shall keep at least the following items: 1. the specifications, 2. the tenders submitted, 3. the act of undertaking, 4. the contract notice at the office of publication, 5. a copy of the publication, 6. the report on the analysis of tenders, 7. the notifications of acceptance and refusal sent to candidates, 8. the notice of award of the contract, 9. the notice of the review of legality on the contract concerned, 10. supplementary if necessary. The beneficiary service shall keep at the disposal of the instructor all the documents referred to above so as to enable, irrespective of the amount of the contract (appropriate or formalised procedure), verification of compliance with the rules of public procurement both upstream and downstream of the programming. .
