The General Council (SOIEF Service within the Insertion Directorate) selects the service providers designated to carry the reference mission for the beneficiaries of the RSA self-employed, in 4 points in the territory (corresponding to the 4 Territorial Units) following a competitive tendering procedure (Article 30 of the CMP). The purpose of this contract is to define and organise a specific referencing of the beneficiaries of the RSA self-employed, including self-entrepreneurs, in order to maximise their economic autonomy. The single dedicated referent “self-employed workers” appointed to ensure the overall monitoring of the person, is responsible for defining with the beneficiary its integration commitments and for validating for this purpose an insertion contract in which an adapted action plan is defined. The referent mobilises all existing mechanisms and actions to assist the beneficiary in the implementation of its path, whether it be actions under ordinary law, or specific actions defined by the Department within the framework of the Departmental Insertion Plan (DIP). With regard to the particular support of the beneficiaries entrepreneurs, the referent will first and foremost be a specialist in the creation and development of a business and will provide any useful advice for this purpose, including, if necessary, proposing a cessation of the business and/or a transfer of the business.
