The OPANEK Managing Authority is responsible for drawing up and amending the Operational Programme Evaluation Plan, in accordance with the guidelines of the National Coordination Authority (NAC) for planning and monitoring evaluations and for disseminating the results of evaluations during the 2014-2020 programming period. With a view to improving the implementation of EPANEK, 6 evaluations of ongoing actions are foreseen, notably in terms of their effectiveness and efficiency, as well as the identification of any need for a change of targeting. The data of these evaluations will also provide the necessary documentation of the annual reports. The evaluations concern actions on investment priorities with a significant budget and where the relevant actions are expected to have an advanced physical scope, namely actions of the European Social Fund (ESF), Research, Technological Development and Innovation (EBRD), entrepreneurship, energy saving and broadband networks (Investment Priorities 11i, 8iii, 8v, 1a, 1b, 3a, 3c, 3d, 4c, 2a), which are planned to be implemented in 2018-2019. Towards the end of the programming period and by the end of 2021, 13 impact assessments are planned, depending on the timeline for the completion of the actions — some are expected already in 2018 — on all the specific objectives of EPANIEK, some of which will be assessed collectively (business, research, ESF, environment), while, where possible, assessing the sectoral and spatial dimension of the actions. The impact studies will include, in addition to impact analysis, an analysis of the effectiveness, efficiency and relevance, as well as the sustainability, coherence and added value of the actions implemented, depending on the nature of the specific objectives under consideration. The methodology to be followed falls under theory-based impact evaluation, which will be adapted to the nature of the actions of the Investment Priorities evaluated. In two of them, namely the impact assessments of entrepreneurship actions under Thematic Objectives 1 and 3, counterfactual impact evaluations may be used, in order to compare with those not supported by the NSRF 2014-2020. The collection of data is planned to be done through questionnaires, interviews, field surveys, statistical data collection, etc. In 2022, the composition of the above evaluations is planned in 1 Synthetic Impact Assessment by axis and per Investment Priority of EPANEK, which will include an evaluation of the impact of technical assistance actions, as well as the Summary of Results of Evaluations.
