Integrated Radio Frequency Spectrum Management Information System with Integrated Electronic Submission Platform

The project aims to develop a modern, integrated spectrum management information system with the possibility of electronic submission of applications, which will support the National Telecommunications and Post Commission (EETT) in all the actions needed to serve businesses, public bodies and citizens/consumers who submit requests for rights to use radio frequencies. According to Law 4070/2010, EETT is responsible, inter alia, for the activities of maintaining/managing the National Radio Frequency Register (EMP), managing the radio frequency spectrum and granting rights of use for radio frequencies. These responsibilities shall be exercised by the Spectrum Management Department and shall contribute to developing and ensuring the smooth functioning of the electronic communications sector, in an environment of healthy competition and safeguarding the interests of consumers. The rights of use for radio frequencies shall be authorisations to use a radio frequency or a radio frequency band in accordance with specified conditions and shall be granted where necessary in order to: to avoid harmful interference, (b) to ensure the technical quality of the services; (c) to preserve the effective use of spectrum; (d) to fulfil other general interest objectives as defined in accordance with Community law. The project contributes directly to the Priority 5.6 of the National Digital Strategy, as it achieves the upgrading of the quality of the transactions (ease of access, speed of service, one-stop shops) of EETT with businesses, public bodies and citizens-consumers for the efficient use and exploitation of the rare national resource of the spectrum in favour of accelerating the digital economy. In particular, the project is an integrated solution for the provision of digital services to businesses/citizens-consumers focused and tailored to the needs of end-users, and combines simplification of procedures while increasing the speed and volume of transactions handled. In summary, the results of the implementation of the project will be: — More efficient and faster service to traders and user groups that base their economic activity on the use of the radio spectrum. — Making the best use of EETT resources, both in terms of human resources and technological equipment. — Speeding up investment and the development of the telecommunications market.
