Under the NP, selected AOTPs will be implemented pursuant to Act No 5/2004 on employment services and amending certain acts, as amended (hereinafter referred to as the Employment Services Act), aimed at promoting employment, employability and reducing unemployment UoZ and Zuoz. The project will be implemented by the Central Office of Labour, Social Affairs and Family and 43 employment, social affairs and family offices within Western, Central and Eastern Slovakia. The current labour market situation is characterised by high unemployment rates. The aim of the AOTP is to stimulate those groups of UoZs whose entry into the labour market is difficult without intervention. There is a significant gap between labour supply and demand in the regions.The long-term unemployed group is mostly made up of low-skilled UoZs, often with little or no work experience, making it more difficult to apply in the labour market. Zuoz, who are out of work for a long time, often loses their motivation to look for a job, thereby losing the job habits and skills that are essential to gain access to the labour market. These UoZs are designed to enable them to regain and renew their work skills and habits. As a result of the ever-increasing pressure on the flexibility and adaptability of labour market actors, it is the education of the unemployed, as part of lifelong learning, that appears to be a key mechanism to mitigate the ever-increasing marginalisation and exclusion from the labour market of an ever larger group of UoZs or Zuoz. In particular, the development of professional and general skills and knowledge, the deepening of qualifications for the successful performance of work according to the requirements of the employer and the maintenance of their competitiveness in the labour market are important. The implementation of the project increases employment, employability and reduces unemployment, in particular the long-term unemployed UoZ or Zuoz in accordance with the Act on Employment Services, thereby contributing to the specific objective 3.1.1 of the OP HR.
