Better use of data to control the presence and spread of bacteria – Antimicrobial resistance in Slovakia (AMR)

Brief description of the Slovak Republic at its meeting on 22. 8. 2018 approved, by Resolution No 355/2018, the National Infectious Disease Control Plan (‘NPKIO’) in the Slovak Republic as a strategic document for the control of infectious diseases in the Slovak Republic. The implemented project will help to achieve the objectives of the “Action Plans of the National Infectious Disease Control Plan in the Slovak Republic” in oblastiach:Posilnenia surveillance and response to infectious diseases, including expansion and creation of programmes, networks and surveillance systems that allow health institutions to identify the threat of infectious diseases and respond correctly.Improving the method of collecting and evaluating surveillance data.Ensuring the use of epidemiological surveillance data to improve public health and health care practices.Strengthening monitoring and correct response to emerging infectious diseases.  The applicant for a non-repayable financial contribution is NCZI, which is the founding authority of the Ministry of Health of the Slovak Republic. NCZI is the entity responsible for the implementation of the computerisation and computerisation of health care in the Slovak Republic and in accordance with §12(2) of the NPI Act performs tasks in the field of computerisation of health, administration of the national health information system, standardisation of medical informatics, medical statistics and provision of library and information services in the field of medical sciences and health. The applicant of NCZI reflects on the launched call “Better use of data by public administration institutions” because it has identified cases of use and situations that can be streamlined and transparent precisely by applying systematic management using modern analytical methods and data. By implementing the project “Better use of data for the control of the occurrence and spread of bacteria – Antimicrobial resistance in the Slovak Republic – AMR” (hereinafter referred to as “IS AMR project”), it will actively contribute to the achievement of the objectives related to the call in question. The aim of the project is toimprove data-based decision-makingAvailing new available data for analytical processingCreation of new analytical models reusable to support decision making available project results (data, solution) in the form of open dataApplication of analytical data processing to streamline and/or optimise spending of public administration funds In other words, the main objective of this project is to create a map of the spread of multi-resistance microorganisms, including a map of the propagation of bacteria genes responsible for multi-resistance. The incidence of nosocomial infections that are not adequately reported in the long term is significantly underestimated and underestimated by physicians. Accurate mechanisms for correlation of nosocomial infections and reporting of nosocomial infections are not set. One of the most effective measures at present is the introduction of information and communication technologies as a tool for the creation of a national database on the occurrence of antimicrobial resistance, a national database on antimicrobial consumption, a national database on the occurrence of nosocomial infections and a roadmap for the spread of resistance. The European Commission has been supporting the introduction of ICT as a tool to control antibiotic resistance since 2010. The result of the project from the business point of view will be quick identification of new infectious diseases, Early detection will facilitate the rapid introduction of repressive measures and prevention of diseases and death, better understanding of the relationship between disease agents and some chronic diseases. The result of the project from a technological perspective will be the creation and delivery of a new information system “IS AMR”, consisting of a portal that will be published as a sub-portal of the National Health Portal, the creation of interfaces (API) for communication with interested and integrating IS, an automatic early warning system (infection notification), as well as other components and solutions needed for system performance management, reporting, monitoring and performance assurance. The amount of funding required for the implementation of the project is EUR 4916137.20. The expected duration of the project activities is 25 months. The project will meet and track a measurable indicator – Additional number of government sections where decision-making is supported by analytical systems (e.g. for risk analysis).
