The Slovak Hydrometeorological Institute provides in the field of monitoring and evaluation of the quantity, regime and quality of groundwater and surface water quantity activities resulting from the applicable national legislation and the Water Plan of Slovakia. The basis of the correct, accurate and objective assessment of the status of waters in accordance with the requirements of Directive 2000/60/EC and the Water Act 364/2004 Coll., as amended, are accurate data on surface and groundwater measured in the field, which are obtained on the corresponding sites and on technically satisfactory objects of the state hydrological network of waters of the SHMÚ in accordance with Act No. 201/2009 Coll. on State Hydrological and State Meteorological Service. The technical parameters of the monitoring objects and the whole groundwater and surface water monitoring process shall eliminate, to the extent possible, the inaccuracy of the measurements of all required indicators. At the same time, in the field of groundwater monitoring, the installation of monitoring wells must make it possible to use them flexibly, both for the measurement of quantity and for the measurement of groundwater quality indicators.Quality measurements in the buildings of the state hydrological water network undoubtedly also have an important economic aspect. Measured and evaluated data from monitoring objects, within the framework of basic and operational monitoring, form input data for the assessment of water status and flood risk assessment, but mainly they are the basis for setting effective and optimal measures to improve their condition or reduce the impact of floods. Incorrect or inaccurate input data can significantly negatively affect the scope of the set measures and their financial aspect. The water monitoring process in the buildings of the state hydrological network is carried out in full compliance with the Framework Programme for Monitoring Water Status 2016-2021 approved by the Ministry of Environment of the Slovak Republic (hereinafter referred to as “MŽP SR”) and in 2018 and in accordance with the approved Monitoring Programme for 2018. The aim of the project is to improve the process of monitoring groundwater and surface waters in Slovakia, primarily aimed at significantly improving the technical status of water measurement objects (focused on 504 groundwater objects, of which 14 newly built, state hydrological network, i.e. on 1/3 of Slovak surface water). After implementation, the project will ensure, in addition to the significant improvement of the technical status of the measuring objects of the state hydrological network and their hydraulic parameters, the installation of all reconstructed groundwater measurement objects – probes (which will be part of the reconstruction) so that it is possible to carry out groundwater quality monitoring according to the relevant standards. The project will also ensure the addition of monitoring points for monitoring the quantity and quality of groundwater in pre-quaternary groundwater bodies (to date under the monitoring programme) in accordance with the requirements of Directive 2000/60/EC implemented into national legislation. The project will also improve the input data from monitoring water status from the state hydrological network for assessing the quantity and regime of groundwater and surface water and meeting the criteria for international data exchange, including drought monitoring under the Action Plan to address the consequences of drought and water scarcity (H2ODY NPP VODA). The project will increase the accuracy of measured data for superstructure assessments, e.g. for assessing short-term and long-term trends of the groundwater and surface water regime, for assessing the status of groundwater and surface water bodies, for the processing of Slovak water plans and for more targeted and economically efficient proposals for measures in the field of ensuring good water status and efficient and sustainable water management. The project after implementation will ensure long-term homogeneity of observation series on a stable and legally settled state hydrological network of groundwater and surface waters, which is a key aspect for ensuring and maintaining the long-term operation of the state hydrological network in Slovakia. A measurable indicator of the project is the total number of newly constructed, reconstructed and restored groundwater and surface water monitoring objects and the total number of groundwater and surface water bodies monitored.
