Provision of support for the renovation of the residential building from IROP II.

One of the priorities for reducing energy consumption in the Slovak Republic is currently the comprehensive renovation of residential buildings. The topicality of the need for comprehensive renovation of the housing stock is reflected in the Concept of State Housing Policy for 2020, Updates of the Concept of Energy Performance of Buildings by 2010 with a view to 2020 as well as the Programme Declaration of the Government of the Slovak Republic. The concept of state housing policy up to 2020 is a framework document that formulates the priorities and strategic intentions of the state in housing development. Renovation of buildings and the achievement of energy performance of residential buildingsThe current state of the housing stock according to the concept of state housing policy is largely the result of the construction of residential and family houses before 1990(almost 3/4 housing stock). A significant proportion of flats in apartment buildings built mostly in the form of mass construction by panel technology showsdeficiencies, the non-removal of which may result in the emergence of disorders threatening the safety and health of their inhabitants. The main causes of this state are the overrun of the originally considered service life, long-term neglected maintenance, significant wear of the supporting elements of buildings and the external envelope and the unsatisfactory state of internal wiring of technical systems and lifts. In the coming period, it is therefore necessary to significantly speed up the processes of the overall (comprehensive) reconstruction of buildings, as failure to deal with this condition may ultimately mean a ban on the use of such buildings or a regulation to remove them. Long-term strategic priorities include the renovation of buildings in order to achieve a gradual reduction of energy needs in buildings. When renovating residential buildings, it is necessary to take into account the need to exploit the full cost-effective potential of energy savings for a given building, taking into account the long renovation cycle of the building, i.e. to carry out the most comprehensive renovation at a time when renovation is necessary. Such comprehensive renovation should also take into account the efficient use of renewable energy sources. In the next period, it is necessary to adopt and implement with much greater intensity measures aimed at improving the thermal insulation properties of housing structures, the efficiency of heating systems and the share of the use of non-traditional and renewable resources, to which Slovakia has committed itself in the framework of its international commitments. In terms of funding, there is a need to make increased use of ESI Funds resources in the next period, notably through innovative financial instruments, which, in an increased form, allow private capital to be involved in order to achieve the greatest possible multiplier effect of the resources dedicated to financing the recovery. The implementation of energy efficiency measures directly contributes to achieving one of the Europe 2020 headline targets. The role of the State Housing Development Fund in the development of the housing stock of the Slovak Republic Financing the priorities of the state housing policy approved by the Government of the Slovak Republic in the expansion and enhancement of the housing stock is carried out through the State FundDevelopment of Bývynia (hereinafter referred to as the “SFRB”). This task has been performed by the ŠFRB as a financial institution serving the implementation of financial instruments since 1996. The FSB has used public funds from the State Budget of the Slovak Republic to support the development of housing in the form of preferential loans. Since its establishment until 31.12.2016, the ŠFRB has supported the construction and renewal of 289 702 new and existing housing units and concluded 48 340 loan agreements. The concept of support provided in the form of advantageous long-term loans from the SFRB is based on the principle of return on financial resources in the housing sector and represents, in the current period, one of the most advantageous investments with minimal risk of compromising its return.
