Rehabilitation of the district heating system in the municipality of Ramnicu Vâlcea for the period 2009-2028 in order to comply with environmental legislation and increase energy efficiency – stage II

The general objective of the project is to increase the energy efficiency of the district heating system in Ramnicu Valcea by reducing network losses and increasing the quality of the public heat supply service, at affordable rates for the population, as a result of increasing the competitiveness of the entire urban centralised heating system and ensuring the viability of this system in the long term. The project is addressed to Priority Axis 7 Increasing energy efficiency at the level of the district heating system in selected cities, respectively investment priority Supporting energy efficiency, smart energy management and renewable energy use in public infrastructures, including public buildings and housing sector, OS 7.1 Increasing energy efficiency in centralised heat transmission and distribution systems in selected cities by promoting investments in the energy efficiency of the district heating sector in order to reduce losses in the transport and distribution networks of the heat agent. Through the implementation of the project will be made investments for the rehabilitation of primary transport networks, i.e. 6,500 m of the primary heating pipe and 40.132 m of the secondary network pipeline. These interventions will increase the energy efficiency of the system and the quality of the public heat supply service, as follows: — the use of the network solution with pre-insulated (or similar) pipes equipped with a system for detecting, signalling and locating losses, in order to reduce them, on primary thermal networks will reduce losses in heat transport; — rapid detection of leaks will substantially reduce thermal losses in networks through the installed detection system; — detecting breaks in time and thus eliminate them operationally, through the system for detecting and monitoring damage. The optimisation of thermal energy consumption as a result of the investments carried out through the project will reduce the losses recorded in the transmission and distribution network from 29.40 % recorded in 2018 to 28.00 % estimated for 2019, representing a reduction of 1.39 %. The expected contribution to achieving the result indicator for OS 7.1 under Priority Axis 7-2S61 Energy losses recorded on heat transmission and distribution networks is 0.02 %. The project will contribute to raising the living standards of the population by: ensuring a high level of comfort as a result of the provision of an efficient district heating system that ensures optimal consumption at affordable prices; — improving health as a result of reduced greenhouse gas emissions and other pollutants.
