Strengthening capabilities to prevent, identify, analyse and respond to cyber incidents at the level of the Protection and Guard Service << POC_CYBER_2021>>

The main objective of the project is to strengthen capabilities to prevent, identify, analyse and respond to cyber incidents at the level of the Protection and Guard Service. The implementation of the project aims to increase the level of cybersecurity at the level of the institution, which has a direct impact on national security, as well as to increase the cybersecurity incident response capacity of the CERT’s own structure. Improving the security state by knowing, preventing and countering vulnerabilities, risks and threats to cyber security of organisations in Romania is stipulated as an objective of the National Cyber Security Strategy. The project covers three main strands of action: (1) the development of existing capabilities but with gaps with the current technological advance, (2) the implementation of non-existent but imperative solutions necessary for prevention, identification, analysis and response in case of cyber events and (3) training of personnel within the internal CERT structure, for the use and management of implemented solutions. The aim is to implement a robust, modern, interoperable, flexible and scalable system to identify attacks and process cybersecurity alerts, which is interoperable with the systems of public institutions with responsibilities in the field, as well as with any other governmental, business or university organisation, for the correct, consistent and rapid transmission of alerts, or other information about detected threats, in a clear, easy-to-read and easily integrated format in various cybersecurity systems. The possibility of identification, analysis and response will enhance the organisation’s ability to respond to cybersecurity incidents by minimising damage and implementing the necessary technical measures to avoid these types of events in the future, and the transmission of data in a standardised, internationally recognised format will provide the possibility for the rapid and possibly automatic integration of security measures into existing national protection systems. The project will also encourage and facilitate the exchange of information on cyber threats, vulnerabilities, risks, incidents and attacks with other relevant entities in this field, both at national and European level.
