Development of a mixedmobile road traffic monitoring system related to traffic violations

The general objective of the project is to increase safety and security on the road infrastructure, the project proposed for funding will strengthen the capabilities as well as the capacity of the Romanian Police to act, contributing significantly to the improvement of the quality of the services offered to the community. In order to support the Romanian Police in its efforts to increase safety on public roads, in accordance with the tasks assigned to it under the legal framework in force, it is necessary to adequately equip it with special vehicles, hardware and software equipment and infrastructure. The project proposed for funding under the Large Infrastructure Operational Programme 2014-2020 consists of equipping the Romanian Police with a mobile mixed traffic monitoring system for road traffic violations. Having regard to the result indicator: “2S20 Offroad black points” as well as the specific result OS2.5 “2S15 – Deaths from road accidents per 1 million inhabitants”, the project aims to reduce the number of people killed in traffic accidents by at least 2 % compared to that recorded (1864) in the reference year – 2019. In relation to the objective of reducing victimisation due to road accidents, and in particular to a reduction in the number of registered fatalities, the Romanian Police aims to intervene in the field of road safety in a sectoral manner, in relation to the specific activities undertaken in this broad area, in strict accordance with the competences held by the law, the degree of road safety can be increased only after the fulfilment of all the tasks of the public authorities and of all the competent institutions, in line with the road safety strategy, but also the strategic objectives and the timetable provided for in the MPGT, including as a result of the development of road infrastructure with increased safety features, activities that can be financed by both national investments and projects with non-reimbursable external financing. The Road Police will contribute to the achievement of the 2S20 result indicator only by achieving the specific objectives of the project and achieving the expected results, thus becoming a more efficient structure, which is likely to bring benefits to increased road safety and security. As regards the reduction of black spots, we would point out that in 2018 the definition of the black spot was changed by the Romanian Road Authority and the calculation methodology will be updated. Therefore, the existing number of blackheads (reference value) is not known at the time of submission of the project so that a reduction value of this indicator is proposed.
