The general objective of this project is to increase the safety of passengers, their companions, airlines and personnel operating in the perimeter of Avram Iancu Cluj R.A. International Airport, as well as their level of confidence in emergency rescue and firefighting personnel. In order to comply with the provisions of EU Regulation 139 of 2014, point GM4 ADR.OPS.B.005(a) Aerodrome Emergency Planning as well as the increase in the number of passengers registered in recent years, it is necessary to purchase PSI equipment and facilities and equipment for medical emergencies in order to provide first aid as soon as possible. Automatic defibrillators may also be used by persons without medical training, thus helping to reduce the response time in specific cases until the arrival of personnel specialised in first aid. In accordance with the provisions of ICAO DOC 9137 – Airport Services Manual, Part. 1 and Part 7 and EASA AMC2 ADR.OPS.B.010 Rescue and Firefighting services.) must ensure that the airport is equipped, i.e. the PSI service with ranges that aim to increase the evacuation capacity of the victims of aviation accidents in order to provide medical assistance in medical centers within Cluj-Napoca and to improve the accommodation facilities of airport personnel during emergency situations caused by chemical, bacteriological or nuclear accidents. Also, according to the provisions of ICAO DOC 9137 – Airport Services Manual, Part. 1 – Rescue and Fire Fighting, the operational objective of the A.I.A.I.C. Private Emergency Service must be to achieve response times of two minutes and a maximum of three minutes until the end of each end of the runway, as well as at any other part of the movement area and at any point on the airport perimeter, under optimal conditions of visibility and condition of movement surfaces. The project falls under Annex 10 "Types of investment in infrastructure and equipment necessary for carrying out non-economic activities" financed under Priority Axis 2 – Development of a multimodal, quality, sustainable and efficient transport system, Specific objective – 2.3 Increase the degree of sustainable use of airports" and is not subject to State aid. The project contributes to the achievement of the indicators established by the Applicant’s Guide, namely the programme one – the modernisation of the airport, indicators that are represented by the equipment that will be purchased within the project. Moreover, the implementation of the investment “DOTARE WITH PSI and Emergency Medical Equipment” leads to the improvement of the safety conditions within the entire perimeter of Avram Iancu International Airport
