In order to adapt and implicitly, to respond as effectively as possible to the challenges of the current socio-economic context, public administration needs to focus its regulatory and public service delivery actions in order to optimise and streamline. The objective is to adopt a modern and innovative approach focused on facilitating the socio-economic development of the country through public services, investments and quality regulations. This requires a complex approach based on the following elements: • the definition and implementation of coherent and integrated decision-making processes, • the existence of competent, up-to-date and efficiently dimensioned human resources, • an efficient and transparent management of public spending, • an adequate institutional-administrative structure, clear, simple and predictable operating procedures, • an institutional attitude and culture that puts the public interest at the heart of the public administration. Simplifying procedures specific to public administration, both to reduce bureaucratic barriers and administrative burdens, and to increase transparency and improve citizens’ relationship with public institutions and authorities is a sine-qua non condition for reforming the entire administrative system. Reducing bureaucracy and simplifying procedures, both for citizens and businesses, and at inter-institutional and intra-institutional level, are likely to make the work of public administration more efficient (in terms of costs and response times) and to increase transparency and integrity in the delivery of services, while also contributing to increasing citizens’ satisfaction and improving the image of public administration. While the situation for business is more advanced, for some areas administrative costs have already been measured and simplification plans drawn up, for citizens and the inter-institutional and intra-institutional level it is necessary to carry out detailed analyses to identify problems and to substantiate simplification solutions meaningfully. The effective implementation of simplification solutions must be accompanied by a coherent and consistent mechanism for monitoring and impact assessment. A coherent and predictable legislative framework based on in-depth analyses and systemic impact assessments is a necessary condition for optimising citizen- and business-oriented decision-making processes. Measures within the project’s objective of preliminary impact assessment, monitoring and evaluation, systematisation of legislation and strengthening of the consultation process will be developed in line with the Better Regulation Strategy 2014-2020.
