The general objective of the project is to optimise and modernise the processes and services provided at the Bucharest District 2 Mayor’s Office, in the developed region, through institutional strategic planning measures and by introducing an information system for document management, electronic registry and electronic archive in order to optimise citizen-oriented processes in accordance with SCAP. The project supports Priority Axis 2 POCA: “Accessible and transparent public administration and judicial system”, because through its activities, Activity 5 (digitalisation of archives, document management system, electronic registry and training of their own staff on the use of the information system), Activity 6 (ex-post analysis for local council decisions developed/approved since 2016) aims to improve the decision-making process and strengthen local public autonomy and reduce bureaucracy for citizens at local level. Through electronic document management, training of own staff, improvement of decision-making, digitisation of archive documents, project supports POCA Specific Objective 2.1 “Introduction of common systems and standards in local public administration that optimises beneficiary-oriented processes in accordance with SCAP”. The general objective of the project is in accordance with the Thematic Objective 11 of the Cohesion Policy 2014-2020 (OT 11 Strengthening the institutional capacity of public authorities and stakeholders and the efficiency of public administration), addressing challenge 5 Administration and governance and challenge 2 People and society in the Partnership Agreement of Romania, through specific actions carried out at the level of Bucharest District 2 City Hall. The project contributes to achieving the goal of the POCA Applicant’s Guide for Project Application CP10/2018 (POCA/351/2/1): the application includes the actions provided and which have been transposed into activities according to the Guide: support for improving decision-making and strategic planning through Activity 6 and measures to simplify bureaucracy through Activity 5. The achievement of the specific objectives mentioned will lead to the achievement of the general objective of the project. The specific objectives mentioned are achieved by achieving the POCA results of the project, i.e. R1 – standard procedures implemented and strategic planning (achieved through OS2); R3 – digitisation of the archive, document management and electronic registry – achieves the OS1 objective by implementing the described activities. The activities set out therein contribute significantly to the achievement of the objectives of the programme and the output and result indicators, in accordance with the specifications of the Solution Guide for CP 10/2018 and correlated with the "Integrated Plan for Simplifications
