Sustainable standards and policies in working with young people in Romania

The general objective of the project is to increase the capacity of NGOs to formulate, monitor and evaluate public policies in the field of youth work, both by proposing quality standards in working with young people, as well as by training members, staff and volunteers of youth organisations to actively participate in the development and improvement of youth policies. The overall objective thus contributes directly to the objective of the call for projects by increasing the capacity of NGOs to formulate alternative public policies, in a cross-cutting public policy area, with many links to the CAPS priority policies: education, employment, health. The general objective formulated contributes directly to achieving the specific objective of the POCA under which the call for projects to which this proposal responds, namely: “Development and introduction of common systems and standards in public administration that optimise decision-making processes oriented towards citizens and business environment in accordance with SCAP”. The project will generate three interlinked results. On the one hand, a set of quality standards for youth work activities, which will be accepted by the Ministry of Youth and Sport and which can become a generally applicable regulation for public or private youth centers and youth workers employed in the public system or in non-governmental organisations. A second result of the project will be an educational tool that prepares youth workers, representatives of NGOs and authorities to increase the quality of their work in terms of formulation, monitoring and evaluation of public policies, through online trainings. Last but not least, the project will support the direct training of a number of youth workers who will be able to apply the standards in their work from the beginning, but also to monitor and evaluate the quality of work activities with young people in the work of others, including youth workers in the public system. It should be emphasised that the overall objective of the project – focused on the development of an alternative public policy and the capacity to implement this policy – contributes to strengthening several priority areas for the consolidation of the administration and the reform of public services in Romania, as youth policy is cross-cutting. Therefore, the project will include elements of educational policy, health policy elements, policy elements in the fields of employment and social assistance, elements of digitalisation of public services.
